NOTICES OF MOTION

1. CONFIRMATION OF PROCEEDINGS TO FIX

TRADE WASTE CHARGES FOR 1996/97

The following resolution should be adopted:

"The public notice required by the Local Government Act 1974 having been given in the Christchurch Press newspaper on Friday 28 February and Thursday 13 March 1997 the following resolution passed by way of Special Order at an ordinary meeting of the Council held on Wednesday 26 February 1997 is hereby confirmed:

`That pursuant to the provisions of section 494 of the Local Government Act 1974, the Christchurch City Council hereby resolves by way of Special Order to fix trade waste charges for the 1996/97 year as follows:

For dischargers with volume greater than five cubic metres per day:

Rate of Discharge $39.37 per annum/litre/minute

Biochemical Oxygen Demand $56.04 per annum/kg/day

Suspended Solids $53.79 per annum/kg/day

Such charges being inclusive of GST.'"

2. COMMENCEMENT OF PROCEEDINGS TO DECLARE SECTION OF DYERS ROAD AS A LIMITED ACCESS ROAD

In accordance with a recommendation contained in the Hagley/Ferrymead Community Board's report to the present meeting, to consider and if thought fit to adopt the following resolution:

"(a) That the Christchurch City Council, being the local authority having control of the roads in the City of Christchurch, hereby resolves by way of special order and pursuant to the provisions of Section 346 of the Local Government Act 1974 to declare a portion of Dyers Road, South East Side-South West of Linwood Avenue to be a limited access road, as more particularly shown on Plan D 7020 Sheet 2 and the accompanying schedule (attached).

(b) That the Council Secretary be authorised to give public notice that the foregoing resolution will be submitted to an ordinary meeting of the Council to be held on Wednesday 23 April 1997 for confirmation by way of Special Order."

3. DEALING WITH ITEMS OF METROPOLITAN SIGNIFICANCE

To consider the following motion, notice of which has been given by Councillor Gordon Freeman pursuant to clause 2.16 of Standing Orders:

"That the Council resolve that when an item has metropolitan significance it be referred initially to the relevant Standing Committee and subsequently to the relevant Community Board for comment."

Councillor Freeman has supplied the following note in support of his motion:

1. The terms of reference for Community Boards previously adopted by the Council provide (inter alia) that each Community Board shall have the following terms of reference:

(i) All matters requiring elected member consideration referred directly to it unless there is a clear metropolitan reason for not doing so.

(ii) Advice to Standing Committees on local implications of all metropolitan projects which have particular impacts in the community in question.

(iii) Advice to Standing Committees on local implications of such metropolitan projects which have city-wide impact as are referred to Community Boards for comment.

2. In my opinion there have been some recent examples where reports on projects of metropolitan significance have been referred in the first instance to Community Boards, rather than the relevant Standing Committee.

4. NAMING OF PROPOSED RESERVE/PARK CENTENNIAL POOL, OXFORD TERRACE

To consider the following motion, notice of which has been given by Councillors Alister James and Anna Crighton pursuant to clause 2.16 of Standing Orders:

"That the city in recognition of the services to Christchurch in particular the inner city by Mrs Elsie Locke name the proposed reserve/park Centennial Pool, Oxford Terrace the Elsie Locke Park/Reserve."
