CENTRAL CITY COMMITTEE

21 MARCH 1997

A special meeting of the Central City Committee

was held on Friday 21 March 1997 at 3.00pm

PRESENT: Councillor Margaret Murray (Chairman),

The Mayor, Ms Vicki Buck,

Councillors Anna Crighton, Newton Dodge,

Carole Evans, Morgan Fahey, Alister James, Charles Manning and Denis O'Rourke.

APOLOGIES: An apology for absence was received and accepted from Councillor Barbara Stewart.

Apologies for lateness were received and accepted from Councillors Newton Dodge and Carole Evans.

The Mayor retired at 3.45 pm and was present for part of clause 1.

Councillor Evans arrived at 3.55pm and was present for part of clause 1.

Councillor Dodge arrived at 4.02pm and was present for part of clause 1.

Councillor Crighton retired at 4.10pm and was present for part of clause 1.

Councillor James retired at 4.20pm and was present for part of clause 1.

The Committee reports that:

PART A - MATTERS REQUIRING A COUNCIL DECISION

1. CATHEDRAL SQUARE REDEVELOPMENT RR 4838

The Committee considered a report from the Environmental Policy & Planning Manager relating to the redevelopment of Cathedral Square. The matters discussed were the colour of the pavers, the landscape structure plan and the delineation of the road, all integral parts of the design and preparation of the brief for City Design. Further matters concerning the redevelopment of Cathedral Square are currently proceeding through the Central City Committee, (eg bus shelters, lighting, seating, waste bins, bollards, and sumps).

It was considered the most appropriate paving combination for Cathedral Square would be a paver made with crushed greywacke or like material to complement the Cathedral, with Timaru bluestone defining the grid pattern.

A landscape structure plan, including trees, lawns and planted areas has been developed, taking into account that the Square is predominantly oriented towards pedestrians and activities, whilst allowing a flexible approach in terms of planting and activities. It was noted that future outdoor eating places and associated street furniture would add significant colour to the Square.

Following preliminary discussions with the Cathedral Chapter a total of 28 car parking spaces has been provided for the Cathedral. Following observations, some concern was expressed at the visual and social effect of the existing 18 spaces on the south side of the Cathedral.

A letter received from the Cathedral Square Committee requested that consideration be given to using natural stone to pave the Square in muted grey or near grey tones to complement the Cathedral.

Recommendation: 1. That the use of greywacke or the like aggregate pavers and Timaru bluestone for the header strips, subject to confirmation of satisfactory technical performance, be adopted.

2. That the landscape structure plan incorporating trees and lawn areas as detailed in plans 1 and 2 (attached), be adopted.

3. That the Chairman and Deputy Mayor, with staff, pursue continuing negotiations with the Cathedral Chapter.

4. That any outdoor furniture to be placed in Cathedral Square be of good quality and appearance and approved by the Council.

5. That the delineation of the road with the use of small pavers (200 x 100mm) and a low right angled curb be adopted.

The meeting concluded at 4.57pm.
