MINUTES OF A SPECIAL MEETING OF THE CHRISTCHURCH CITY COUNCIL

HELD AT 2.30 PM ON WEDNESDAY 4 JUNE 1997

PRESENT: The Mayor, Ms Vicki Buck (Chairperson), Councillors Oscar Alpers, Graham Berry, Graham Condon, Anna Crighton, Newton Dodge, Carole Evans, Morgan Fahey, Gordon Freeman, Ishwar Ganda, Ian Howell, Alister James, Charles Manning, Garry Moore, Margaret Murray, Denis O'Rourke, Gail Sheriff, Barbara Stewart and Ron Wright.

APOLOGIES: Apologies for absence were received and accepted from Councillors Carole Anderton, David Buist, David Close, David Cox, Pat Harrow and Lesley Keast.

1. REPORT OF THE PROJECTS AND PROPERTY COMMITTEE

OF 29 MAY 1997

Moved: That the Committee's report be adopted.

(1) Pioneer Sports Stadium

(Pool, Stadium Additions and Alterations, Creche)

Adopted without amendment.

(3.05 pm Councillor Howell retired from the meeting)

(Consideration of the committee's report was then temporarily adjourned for the hearing of the submissions referred to under deputations by appointment).

2. DEPUTATIONS BY APPOINTMENT

Submissions requesting the Council to adopt option 1 as the preferred option for the redevelopment of the Centennial Pool were made by:

Jonathan Gillard

Avril Stone

Elsie Locke

It was resolved that the submissions be considered in conjunction with clause 2 of the report of the Projects and Property Committee.

(2) Centennial Pool Redevelopment

Options Report

Councillor Crighton moved by way of amendment "That the Council adopt option 1 (East/West) as the preferred option at an estimated net cost to the Council of $5,997,000". The amendment was seconded by Councillor O'Rourke and when put to the meeting was declared lost on division no 1 by 7 votes to 11, the voting being as follows:

Against (11): Councillors Alpers, Condon, Dodge, Evans, Fahey, Freeman, Murray, Sheriff, Stewart, Wright and the Mayor.

For (7): Councillors Berry, Crighton, Ganda, James, Manning, Moore and O'Rourke.

It was then resolved:

1. That the Council adopt Option 3 (North/South) as the preferred option at an estimated net cost to the Council of $5,790,000 (building and Park/Oxford Terrace/river precinct) as set out in the terms of reference.

2. That additional provision of $350,000 be included in the Council's Draft Plan: 1997 Edition for the Park Terrace/Oxford Terrace/river precinct to meet the budget provided in the terms of reference.

3. That the Council approve the design and construction programme set out in attachment 6 of the Options Report.

4. That the design report be reviewed, particularly in respect of the layout of the car park to ensure the intrusion of motor vehicles is minimised, amended as necessary and reported to the Projects and Property Committee and the Hagley/Ferrymead Community Board for information in due course.

5. That the Council approve the preparation of contract documentation (working drawings, specifications and schedule of quantities) and the negotiation of a contract with Mainzeal Property and Construction Ltd.

(Note: (i) Councillor Berry requested that his vote against the adoption of clause 5 of the resolution be recorded.)

(ii) Councillor O'Rourke requested that his objection to the Mayor's participation in the discussion and voting on clauses 1-5 inclusive of the resolution be recorded.)

6. That the possible sale of lot 2 in the south-west corner of the site, as shown on drawing S2744 sheet 3A (attachment 4 in the Options Report) be deferred to allow the possible leasing of this land to be explored.

(Note: The Mayor retired from clause 6 of the resolution, when the Deputy Mayor temporarily assumed the Chair.)

Report adopted as amended.

4. CONCLUSION

The meeting concluded at 5.30 pm.
