PROJECTS AND PROPERTY COMMITTEE

24 JUNE 1997

A special meeting of the Projects and Property Committee
was held on Tuesday 24 June 1997 at 12 noon

PRESENT: Councillor Ron Wright (Chairman), The Mayor, Councillors Oscar Alpers, Carole Anderton, Morgan Fahey, Ishwar Ganda, Ian Howell and Gail Sheriff.

APOLOGIES: An apology for lateness was received and accepted from Councillor Morgan Fahey who arrived at 12.20 pm and who was present for all clauses.

Apologies for absence were received and accepted from Councillors Alister James and Denis O'Rourke.

Councillor Alpers left the meeting at 12.25 pm during the discussion on clause 4 and was not present for clause 2.

The Committee reports that:

TAKEN BY THE COMMITTEE

1. SUPPLEMENTARY REPORT

The Chairman referred to a supplementary report which had been tabled by the Major Projects Co-ordinator, seeking approval to the upgrading of the temperature controls on the ovens at the Christchurch Convention Centre. The Chairman advised that this report had not been included with the agenda as the required information was not available at that time, but that in view of the need for an urgent decision the report could not be deferred to a subsequent meeting.

The Committee resolved that the report be received and considered at the present meeting.

2. CHRISTCHURCH CONVENTION CENTRE:

UPGRADING OF OVEN TEMPERATURE CONTROLS

The Major Projects Co-ordinator submitted a report seeking approval to the upgrading of the temperature controls on the Zanussi ovens installed at the Christchurch Convention Centre. He advised that owing to a breakdown in communication between NCC (NZ) Limited, SSL Leisure Services, the Project Manager, and the Council's specialist kitchen consultant the basic model Zanussi oven had been delivered instead of the specified upgraded model. Had the specified model been delivered in the first place the cost would have been $20,000 higher than the amount paid, although the cost of the upgrading work now required was estimated at $38,500, including air fares and accommodation for the agent's staff and the supply of some spare parts. The Major Projects Co-ordinator advised that in the meantime, he had withheld portion of the payment due to the Council's specialist kitchen consultant.

The Committee resolved that approval be granted for the upgrading of the temperature controls on the ovens at a maximum cost of $38,500 (subject to the Major Projects Co-ordinator attempting to negotiation some reduction in this sum) with the cost to be charged against the FF&E budget for the WestpacTrust Centre.

3. RESOLUTION TO EXCLUDE THE PUBLIC

The Committee resolved that the draft resolution to exclude the public set out on page 2 of the agenda be adopted.
