FENDALTON/WAIMAIRI COMMUNITY BOARD

3 JUNE 1997

A meeting of the Fendalton/Waimairi Community Board
was held on Tuesday 3 June 1997 at 4.00 pm

PRESENT: Barbara Stewart (Chairman), Val Carter, Graham Catley, Cheryl Colley, Keith Nuttall, Ian Rivers and Ron Wright.

APOLOGIES: Apologies were received and accepted from Pat Harrow and Hazel Tait

The Board reports that:

PART A - MATTERS REQUIRING A COUNCIL DECISION

1. 'REDUNDANT' ROAD WIDENING COMMITTEE - REPORT OF 21 MAY 1997 RR 5350

The Board appointed Committee continued with its ongoing considerations regarding 'redundant' road widening by way of site visits to a number of locations in the Elmwood and Bryndwr areas.

The attached report and accompanying plans detail the areas inspected.

The Board having considered the Committee's report submits the following recommendations for adoption by the Council.

Recommendation: 1. That the Council land fronting the properties inspected in Hawthorne Street, Watford Street, Normans Road and Bryndwr Road (No. 94 and 98) not be disposed of.

2. That the affected property owners in Hawthorne Street, Watford Street and Bryndwr Road be written to advising of the need to ensure that any new fence construction occurs on the true legal boundary.

2. CONTRACT NO. 96/97-340 KAHU ROAD RECONSTRUCTION (TOTARA STREET TO STRAVEN ROAD) RR 5336

The purpose of this report is to obtain Council approval for the acceptance of a tender which is above the $500,000 authority delegated to the Board.

The contract is for the construction of kerbs, channels, asphaltic concrete paths, grassed berms, drainage works, landscape planting, red asphalt road humps, paint markings and carriageway reconstruction for Kahu Road from Totara Street to Straven Road.

The work consists of approximately 1,340 metres of kerb and channel, 350 metres of stormwater piping, 2,000 m2 of new asphalt paths, 1,600 m2 of new grassed berms, 300 m2 of landscape planting including nine 2.5 m trees and 9,200 m2 of carriageway construction.

These prices include a contingency sum of $50,000 and the work is for a 22 week period.

The estimate for the work was $550,000.

The standard roadworks information leaflet has been circulated inviting comments relating to the project and all enquiries and comments from residents and others have been satisfactorily resolved (refer attached paper).

The final contract drawings now include extra landscape areas throughout the length of the works and the paint marking of the cycleway extended through to Totara Street.

Alan Stanton of Works Civil Construction Limited has given an assurance that the work can be completed within the specified time.

The Board noted that the existing boundary between the Fendalton/Waimairi and Riccarton/Wigram communities lay along the centreline of this section of Kahu Road and as such both Boards had been requested to initially assess the tenders received and to recommend acceptance of a tender to the Council.

Recommendation: That the tender with the highest weighted attribute score of Works Civil Construction Limited for $555,758.03 be accepted.

PART B - REPORTS FOR INFORMATION

3. DEPUTATIONS BY APPOINTMENT

3.1 OUT OF SCHOOL RESEARCH STUDY - SUMMARY REPORT RR 5273

Dr Ray Kirk, researcher, and Ingrid de Meyer, Community Activities Officer, provided the Board with an overview of the research undertaken and of the resulting findings.

Clause 12 of this report details the decision made by the Board.

3.2 WAIMAIRI ROAD - TRAFFIC SAFETY AT WESTBURN SCHOOL

Councillor Margaret Murray was to address the Board on traffic safety issues associated with Westburn School but due to other Council commitments was unable to attend this particular meeting.

Members were advised of the Council's recent decision to initiate further investigations on additional measures to encourage safety outside schools.

In respect of Westburn School and other similarly affected schools in the Board's area, Members indicated an expectation that this further investigation must include aspects such as improved signage, speed reduction past schools, more policing and in the longer term drive-through facilities being provided at schools.

4. TRAFFIC SAFETY COMMITTEE - REPORT OF 8 MAY 1997 RR 5347

The recommendations from the Committee on the following matters were adopted by the Board.

WAIMAIRI ROAD - TRAFFIC SAFETY AT WESTBURN SCHOOL

That options for a drop-off zone to service the Westburn School be investigated and reported back to the Traffic Safety Committee.

RICCARTON ROAD TRAFFIC MANAGEMENT STUDY

That the priorities for the "residential" objectives identified by the consultant be supported.

Other matters dealt with by the Board included an indication that a comprehensive review and report on traffic issues was presently being prepared for the Committee regarding the immediate area in the vicinity of the entrance way to Burnside High School on Greers Road.

The matter of a Give Way control on the Helmores Lane leg of the Helmores/Holmwood intersection was to be submitted to this meeting of the Board (Clause 8 of this report refers).

5. BUS SERVICE REVIEW - HAREWOOD/CASEBROOK/REDWOOD SERVICES RR 5348

Correspondence from the Canterbury Regional Council was considered in which the Board was invited to identify any issues associated with the present Harewood/Casebook/Redwood (1 and 4) bus services as a prelude to retendering early in 1998.

To assist in this consideration, current timetable and route details were made available to Members. The affected roads in the Board's area involved Harewood Road (Greers Road north and return), Sawyers Arms Road (part only) and Papanui Road (Bealey to Mays and west side to Blighs).

Both Members and officers confirmed that they were not aware of any adverse comments or requests for changes having been received from the community regarding the existing service arrangements.

Accordingly the Board decided to support the continuation of the existing bus services.

6. LEINSTER ROAD RECONSTRUCTION - ELMWOOD SCHOOL PARKING RR 5299

Further to a response from the Elmwood School the Board decided to review the implementation of a P5 parking restriction on Leinster Road outside the Elmwood School following the reconstruction of the road.

7. HEATON STREET

The Board gave consideration to matters raised by Ron Wright regarding vehicle speeds and the frequency of the leaf collection cycle in Heaton Street.

From the ensuing discussion, the Board decided as follows:

1. That the Police be requested to monitor vehicle speeds on Heaton Street and report back to the Board. Further that the Police be advised of the Board's concerns regarding the failure by those concerned in clearing up accident related debris from roads and also of the prevalence of cyclists still riding cycles without helmets and lights.

2. That a report be submitted on the Council's leaf collection arrangements (both past and present practices, cycle times etc) for the clearing of channels and further that the report also address the clearing of leaves from footpaths and berms as part of the leaf collection rounds.

3. That the Board views with concern the inadequacy of rubbish container facilities located near fast-food outlets and sporting establishments.

8. HELMORES LANE - TRAFFIC CALMING RR 5300

Further to the initial consideration of this matter by the Traffic Safety Committee on 8 May 1997, the Area Traffic Engineer reported on possible measures to stem the volume and speed of vehicles short cutting along Helmores Lane between Holmwood Road and Harper Avenue.

Specific mention was made in the report to the requested installation of a Give Way control at the intersection of Helmores Lane and Holmwood Road, along with the possibility of considering an adjustment being made to the Holmwood LATMS implementation programme.

The Board decided that the status quo should remain at the Helmores/Holmwood intersection but that the situation continue to be monitored.

9. ANNUAL PLAN COMMITTEE - REPORT OF 21 MAY 1997 RR 5351

The Committee submitted for the Board's consideration the draft submissions prepared on the Draft Plan 1997 Edition.

Several minor amendments were made to the draft which was then adopted. The Board further decided to be represented in the presentation of its submissions to the Strategy and Resources Working Party.

10. GLANDOVEY ROAD (BRYNDWR TO IDRIS) RECONSTRUCTION RR 5334

The Board Chairman declared interest and withdrew from consideration of this report based on her interest in property adjacent to the intended road reconstruction.

Ron Wright assumed the Chair for this item.

Board approval was sought for the proposed scheme for kerb and channel renewal in Glandovey Road from Bryndwr Road to Idris Road which was scheduled for tendering in December 1997 with the work programmed for both the 1997/98 and 1998/99 years.

Members identified an opportunity to provide meandering footpaths in the design similar to what had been achieved in Jeffreys Road.

Consideration was also given to safety issues associated with the present alignment of the road especially on the southern approach in the vicinity of the Pentlow Place intersection. The matter of threshold widths at Garreg/Glandovey and Pentlow/Glandovey was also considered.

On these various matters the Board decided as follows:

1. That the Board supports the move for the setting back of fences where required in order to retain appropriate planting in the new streetscape and to provide variation in the footpath alignment where this is possible.

2. That the proposed streetscape design be submitted to a later meeting of the Board.

3. That an 8 m wide threshold be provided at the Garreg/Glandovey intersection.

4. That the planned threshold at the Pentlow/Glandovey intersection not be provided.

5. That a Give Way control be installed against Pentlow Place at its intersection with Glandovey Road

11. FORMER ASHBY'S PIT AREA - UPDATE RR 4445

The Board was provided with a progress update on the ongoing investigations being undertaken by officers regarding the future of the former Ashby's Pit lake area in Roydvale Avenue. Further progress reports would be made as required.

The Board received the information.

12. OUT OF SCHOOL RESEARCH STUDY -

RESEARCH SUMMARY REPORT RR 5295

Further to Clause 3.1, the Board was provided with a detailed account of the results of the recently completed research project undertaken into the need for out of school care and holiday programmes for children aged 5 to 12 years in Christchurch.

Included in the report was a series of recommendations based on local (Board) issues as well as several recommendations having a city wide focus involving the Community Services Committee.

The Board acknowledged that the report findings and accompanying recommendations were far reaching and it was decided that the report be submitted to a Board seminar for consideration of the recommendations to the Community Services Committee along with the issues identified on a local basis.

13. PLANS COMMITTEE - REPORT OF 22 MAY 1997 RR 5352

A proposed submission on the Avon River Issues and Options document was submitted and endorsed by the Board.

14. PROPOSED ROAD STOPPING: DISPOSAL OF REDUNDANT ROAD, PORTION OF HAREWOOD ROAD (WEST OF ORCHARD ROAD) RR 5261

The Board decided to seek further clarification on the implications of any such road stopping on the immediate road network.

This decision arose from considering a report in which it was indicated that Christchurch International Airport Limited had approached the Council seeking to purchase a portion of the road no longer required for roading purposes.

15. NORTH WEST BUS SERVICES - UPDATE RR 4442

The Board was advised that the Canterbury Regional Council at a meeting of its Resource Services Committee held on 28 May 1997 had resolved to confirm the bus routes for those sections of the No. 21 (Merrin) and No. 24 (Avonhead) services located in the Fendalton/Waimairi Board area.

PART C - REPORT ON DELEGATED DECISIONS TAKEN BY THE BOARD

16. CONFIRMATION OF REPORT - 6 MAY 1997

The Board resolved that the report of the ordinary meeting held on 6 May 1997 be confirmed.

17. BISHOPDALE SHOPPING CENTRE - GIVE WAY CONTROLS RR 5349

The Bishopdale Centre Association had requested that the Board consider the installation of Give Way controls at the Farrington Avenue and Harewood Road exits from the Bishopdale Shopping Centre as a means of clarifying vehicle priority and to assist the efficiency of the through-roads concerned.

In support of the Association's request the Board resolved:

1. That a Give Way control be installed against the Bishopdale Shopping Centre car park exit onto Harewood Road.

2. That a Give Way control be installed against the car park exits from the Bishopdale Shopping Centre onto Farrington Avenue

18. MERIVALE `VILLAGE' CONCEPT - CONFIRMATION OF DISCRETIONARY FUNDING ALLOCATION RR 5353

Officers advised that after liaison with the core group of the Merivale Working Party a suitable brief had now been developed for the consultant to work to such that the agreed funding of $3,000 from the Board could now be approved. Accordingly the Board resolved that the funding of $3,000 towards the Merivale `Village' concept project be confirmed.

The meeting concluded at 6.11 pm
