RECOVERED MATERIALS SPECIAL COMMITTEE
11 JULY 1997

A meeting of the Recovered Materials Special Committee
was held on Friday 11 July 1997 at 12 noon

PRESENT: Councillor Denis O'Rourke (Chairman), Councillors David Close and Ian Howell, Messrs Mike Hannah, Chris Pickrill and Mark Prain.

IN ATTENDANCE: Messrs Piet Beukman (Acting CEO), Martin Homisan (Administration Manager) and Yvonne Simmons (student).

APOLOGIES: Apologies for absence were received and accepted from Councillor Garry Moore and Mr Peter Townsend.

The Committee reports that:

PART B - REPORTS FOR INFORMATION

1. REPORT OF THE RECOVERED MATERIALS PUBLICITY SUB-COMMITTEE

The Chairman of the Recovered Materials Publicity Sub-Committee (Mr Mark Prain) advised that the scheduled meeting of the Recovered Materials Publicity Sub-Committee had been delayed, as the market research data to be considered would not become available until the following week.

2. CONSULTANT'S REPORT: MR PIET BEUKMAN

This report covered Mr Beukman's activities as a consultant from June up to 11 July 1997.

(a) RMF ESTABLISHMENT

Accounting System

Mr Beukman advised that the Recovered Materials Foundation (RMF) accounting system has been transferred to the Canterbury Development Corporation.

Appointment of Administration Manager

The Special Committee was advised that Mr Martin Homisan had been appointed as the first Administration Manager of the RMF.

RMF Administration

Investigations are underway regarding:

Launch Function

The meeting was advised the launch function, held on 19 June 1997, had proved successful. A positive response was received to the RMF concept generally.

Waste Exchange Database (WED) and Waste Survey

Involvement has been started on the WED and with the commercial waste evaluation project. Two Master of Engineering Management students will be involved and are preparing proposals.

(b) GPS ESTABLISHMENT

Site Design

Progress has been made on the site development design by City Design. Tender date is 5 August 1997, closing 20 August. The Property Unit is fully involved and informed.

Lease

The site lease is under preparation for occupancy on 1 October 1997.

Plant Design

Plant design is proceeding to plan and is on target to be completed at the end of July.

In-House Contracting

A methodology for in-house contracting had been developed and was submitted to the Board for approval.

Imported Glass Samples

Imported glass samples were submitted to the University of Canterbury for testing. This will involve a comparison between imported and local glass wine and "stubby" bottles. It was noted some difficulties had been encountered with the disposal of sub-standard imported glass. It was suggested local breweries be approached to discuss the cost of disposal and areas of responsibility. The proposed University of Canterbury study will produce hard data on this matter.

It was noted it had been proved possible overseas to increase profitability by resourcing alternative raw materials.

3. NEWSPAPER PROJECT: FEEDBACK

A report, prepared by Blair Nelson, covering activity on this project from 11 June to 11 July 1997, was received (copy attached).

4. NEXT MEETING

The next meeting of the Recovered Materials Special Committee will be held on Wednesday 13 August 1997, at 12 noon in the No 1 Committee Room, Civic Offices.
