FENDALTON/WAIMAIRI COMMUNITY BOARD

1 JULY 1997

A meeting of the Fendalton/Waimairi Community Board was held on
Tuesday 1 July 1997 at 4.00 pm

PRESENT: Barbara Stewart (Chairman), Val Carter, Graham Catley, Cheryl Colley, Pat Harrow, Keith Nuttall, Ian Rivers, Hazel Tait, Ron Wright

APOLOGIES: Apologies for lateness were received and accepted from Ian Rivers and Keith Nuttall.

Ian Rivers arrived at 4.25 pm.

Keith Nuttall arrived at 4.52 pm and was not present for Clauses 1, 2, 3, 4.1, 5.1, 6, 7, 13 and 14.

The Board reports that:

PART A--MATTERS REQUIRING A COUNCIL DECISION

1. PETITIONS

1.1 DEVONPORT LANE/ST ALBANS STREET INTERSECTION - PARKING RESTRICTION RR 5514

The Board considered a report from the Area Traffic Engineer in response to concerns expressed by a number of residents in Devonport Lane and Beverley Street concerned about traffic congestion and the lack of visibility at the St Albans Street/Devonport Lane intersection.

To assist in alleviating the problems identified the residents had requested the installation of `no parking' controls both in Devonport Lane near its intersection with St Albans Street and also in St Albans Street itself on either side of the intersection.

The report from the officer supported a parking restriction being applied in St Albans Street along with the installation of a restriction on the south side of Devonport Lane in the vicinity of the intersection so as to assist the two way flow of traffic at this point.

Given the collector status of St Albans Street, the installation of a `no stopping' restriction requires the approval of the Council. The Board's decision on the installation of a restriction in Devonport Lane is detailed in Clause 14 of this report.

Recommendation: That a `no stopping at all times' restriction be installed on the south side of St Albans Street commencing at its intersection with Devonport Lane and extending in an easterly direction for 15 metres.

2. STRAVEN ROAD/ROYDS STREET INTERSECTION - NO STOPPING RESTRICTION RR 5513

In a report from the Area Traffic Engineer it was explained that on a number of occasions the Council had been contacted regarding the lack of road space available for vehicles turning right from Straven Road into Royds Street. A non-injury accident had occurred in this location when a vehicle waiting to turn right into Royds Street was involved in a collision from the rear because of vehicles parking in this area leaving insufficient space for vehicles to continue north on Straven Road.

The report noted that the roadway at this point was narrow (5.5 metres centreline to kerb face) due to the presence of a retaining wall and large trees.

The installation of a `no stopping' restriction in Straven Road opposite the intersection of Royds Street was therefore recommended.

The Board was advised that the property owners at No. 135 Straven Road had been informed of the intended restriction and had responded expressing opposition to the proposal, but to a willingness to ensure that visitors to their property did not park in this immediate area of Straven Road.

Having considered the matters raised, Members generally felt however that for reasons of traffic safety the proposed restriction was appropriate.

Recommendation: That a `no stopping at all times' parking restriction be installed on the west side of Straven Road commencing at the south abutment of the Waimairi Stream and extending in a northerly direction for 75 metres.

Note: Val Carter declared interest and took no part in the discussion or voting on this item.

3. 'REDUNDANT' ROAD WIDENING COMMITTEE - REPORT OF 19 JUNE 1997 RR 5551

The Board Committee continued with its ongoing considerations regarding `redundant' road widening by way of site visits to a number of locations in the Merivale and Fendalton areas.

The attached report and accompanying plans detail the areas inspected.

Accordingly, the Board submits the following recommendations for adoption by the Council.

Recommendations:

1. OFFICE ROAD

(a) That the request for disposal of the legal road fronting 126 Office Road be declined.

(b) That the disposal of the legal road fronting 124 Office Road be declined should a further application for purchase be received.

(c) That the disposal of the legal road fronting 92 Office Road be approved should a future application for purchase be received.

2. QUEENS AVENUE

(a) That the request for disposal of the legal road fronting 24a Queens Avenue be declined, and that the owners advised that any replacement fence should be erected on the true legal boundary.

(b) That the remaining affected property owners be written to advising of the need to ensure that any new fence construction occurs on the true legal boundary, and that any trees presently existing on Council land remain in place.

3. WAIWETU STREET

(a) That the request for disposal of the legal road fronting 26 Waiwetu Street be declined.

(b) That all affected property owners be written to advising of the proposed construction work in the street in 1999/00, and that decisions on the possible disposal of legal road will be reviewed nearer the time of construction at which stage decisions regarding fences presently existing on Council land would also be made.

4. BRYNDWR ROAD

(a) That the request for disposal of the legal road fronting 12 Bryndwr Road be declined.

(b) That the owners of 18 and 20 Bryndwr Road be written to advising of the need to ensure that any new fence construction occurs on the true legal boundary.

PART B--REPORTS FOR INFORMATION

4. DEPUTATIONS BY APPOINTMENT

4.1 BURNSIDE BOWLING CLUB

Warwick Ainger presented submissions seeking funding support from the Board to enable the Club to extend its existing carpark on Burnside Park.

The Board decided that the request for funding assistance from the Burnside Bowling Club along with the other matters raised including some filling of the nearby swale area, conditions of the management plan and funding options be referred to the Annual Plan Committee for further consideration and report back.

5. PETITIONS

5.1 WAIMAIRI ROAD PARKING MATTERS AT `ISLAND' RR 5505

The Area Traffic Engineer reported on a petition received from 23 residents adjacent to the traffic island opposite Westburn School in Waimairi Road, concerned at a serious traffic hazard existing at the `island' at its northern end with Waimairi Road.

The residents requested that a number of remedial measures be undertaken including the provision of areas of no stopping restriction, seal repairs and signage.

The officer's report analysed the roading layout in the immediate area with the result that some variations to the requested restrictions were being advocated.

With the modifications now being proposed, the Board decided that the Area Traffic Engineer consult with the residents on the proposed solutions and report back to the next meeting of the Traffic Safety Committee.

Note: Ian Rivers asked that his vote be recorded against the above decision.

6. UNIVERSITY PARKING JOINT WORKING PARTY - REPORT OF 28 MAY 1997 RR 5496

Submitted for the Board's information were the outcomes of the Working Party's meeting held on 28 May which dealt with a number of matters including the survey results of the parking at the University, the public bus services operated by the Canterbury Regional Council, on-street parking enforcement and the parking situation in the Puriri Street area.

In receiving the information the Board decided that the Joint Working Party be congratulated on its successes.

7. CHILDREN'S STRATEGY

7.1 TRAFFIC SAFETY COMMITTEE - REPORT OF 19 JUNE 1997 RR 5513

The Board considered the report of the Committee's meeting held on 19 June to consider traffic issues associated with local schools in Merivale Lane and at the Westburn School in Waimairi Road.

In relation to Westburn School, the Committee had looked at a number of options to address safety and parking issues associated with the Waimairi Road frontage of the Westburn School and the option favoured by the Committee was the provision of a new vehicular drive through access from Waimairi Road. This involved a 6.5 metre wide internal access lane across the School frontage. The cost of this option at $60,000 was clearly a key issue and assistance from the Ministry of Education would be necessary.

The Board decided that the submitted report be forwarded to the Westburn School for its consideration and response along with an indication that the Board supports Option 1.

7.2 ROAD SAFETY AT SCHOOLS RR 5518

The Board received information advising of the Council's current overview of the concerns relating to road safety outside schools in the City including the seminars being hosted by the City Services Committee.

7.3 OUT OF SCHOOL RESEARCH STUDY RR 5295

A report was submitted on the outcomes of the Board's seminar set up to respond to the research study recently undertaken into the need for out of school care and holiday programmes (OSP) for children aged 5 to 12 in Christchurch. The various recommendations formulated at the seminar were adopted by the Board as follows:

1. That the response to the Community Services Committee be as follows:

(a) That an advisory group be established to further investigate:

the central co-ordination and network with other providers and organisations;

the feasibility of a city wide training package;

a city wide implementation plan to develop medium to long term strategy (including any priority areas for Council support) in consultation with stakeholders;

the setting of service standards, and monitoring and evaluation criteria to assess ongoing need.

(b) That the advisory group report to the Community Services Committee within nine months, reporting on progress quarterly.

(c) That the OSCAR network be considered as an option to be engaged to assist the advisory group.

(d) That Council agree to provide up to $15,000 for funding of the further investigatory work.

2. That a further seminar session be held to consider the local recommendations arising from the research study.

3. That the opportunity for joint discussion with the Shirley/Papanui Community Board not be pursued.

8. PROPOSED ROAD STOPPING: DISPOSAL OF REDUNDANT ROAD PORTION OF HAREWOOD ROAD (WEST OF ORCHARD ROAD) RR 5483

Before coming to a view on the proposal to dispose of the redundant road, the Board decided that the matter be deferred to enable clarification to be obtained on:

(a) Other roading related issues in the immediate area; and

(b) City Plan issues regarding this section of Harewood Road.

9. LEAF COLLECTION RR 5552

In response to a request made by the Board at its June meeting, a report was submitted on the arrangements for leaf collection during the autumn period including costs, cycle times, and arrangements for clearing footpaths.

Members asked a number of questions and it was indicated that streets other than those scheduled would be attended to where a leaf problem was identified.

The Board received the information.

10. ADDING TREES TO THE TREE REGISTER RR 5480

A report was submitted explaining the procedure by which trees were added to the tree register in the City Plan. Community Boards had been invited to suggest additional trees which could be included in the register.

The report elaborated on the procedure for adding trees to the City Plan list and explained the criteria used for the listing of trees.

Given the Fendalton/Waimairi Community Board's deep interest in this subject, the Board decided that the Chairperson of the Environmental Committee be invited to host a seminar for Elected Members to further discuss a mechanism aimed at better protecting trees of significance within the City.

11. CURRENT PROTECTED TREE STATISTICS RR 5510

In a report on the above subject, the Arboriculturist set out the current protected tree statistics in the Merivale and inner Fendalton areas along with a commentary on the tree protection situation throughout the City.

In receiving the report, the Board decided that the information contained therein be considered as part of the requested elected member seminar referred to in the preceding clause.

12. DRAFT PLAN: 1997 EDITION - BOARD SUBMISSIONS RR 5617

A preliminary response had been received from the City Streets Unit drawing to attention some factors that could affect the basis of the Board's Plan submission requesting two substitution projects within the Board's area.

The first of these involved kerb and channel renewal in Rossall Street (Rhodes to Merivale) where this work including undergrounding was programmed for 1998/99. Undergrounding would not be an option if the work was brought forward to 1997/98. Based on these circumstances the Board accepted that it was appropriate to vary its submission accordingly.

The second substitution involved Greers Road/Memorial Avenue and Browns Road and Lothian Street (kerb and channel) where it was indicated that on technical grounds the substitution proposed was not compatible, because of differing Transfund subsidies.

The Board however felt that safety issues associated with the intersection and the nearby Burnside High and Christ the King Schools were paramount and as such the Board's submission should not be altered.

It was therefore decided that the submission made regarding Rossall Street be modified taking into account the above, but that the submission made in respect of Greers/Memorial and Browns Road and Lothian Street remain unchanged.

PART C--REPORT ON DELEGATED DECISIONS TAKEN BY THE BOARD

13. CONFIRMATION OF REPORT - 3 JUNE 1997

The Board resolved that the report of the ordinary meeting held on 3 June 1997 be confirmed.

14. DEVONPORT LANE - 'NO STOPPING' RESTRICTION RR 5514

Further to Clause 1 of this report, the Board resolved that a `no stopping at all times' restriction be installed on the east side of Devonport Lane commencing at its intersection with St Albans Street and extending in a southerly direction for 60 metres and further that the decisions of the Board and Council be conveyed to Mr Cooper at the appropriate time.

15. BARLOW STREET KERB AND CHANNEL RENEWAL RR5505

Board approval was sought for the proposed scheme for kerb and channel renewal in Barlow Street (Creyke Road to end) including also a new turning head at the end of the street and an 8 metre wide threshold at the intersection with Creyke Road.

The Board resolved as follows:

1. That the Barlow Street kerb and channel renewal works proceed.

2. That the proposed threshold at the Creyke Road intersection not be installed.

3. That the matter of criteria for the provision of thresholds in the Board's area be considered by the Traffic Safety Committee.

16. CHRISTCHURCH CITY COUNCIL PLAN--1998 EDITION,

BOARD CONSULTATION RR 5553

The Board was requested to decide on its programme of community consultation in respect of the Council's Plan for 1998.

It was resolved that a Consultative Forum be held on a date to be determined and that the Annual Plan Committee consider the outcomes of the Consultative Forum and prepare a draft planning statement for reporting back to the September Board meeting.
