COMMUNITY SERVICES COMMITTE
7 JULY 1997

A meeting of the Community Services Committee
was held on Monday 7 July 1997 at 4.00 pm

PRESENT: Councillor Garry Moore (Chairperson), The Mayor, Councillors Carole Anderton, David Cox, Anna Crighton, Carole Evans, Ishwar Ganda, Lesley Keast and Barbara Stewart.

APOLOGIES: The Mayor arrived at 4.20 pm, and retired from 4.45 pm to 5.10 pm and was absent for part of clauses 1 and 7.

Councillor Anna Crighton arrived at 4.15 pm and was absent for part of clause 1.

Councillor Carole Evans retired at 5.20 pm and was absent for part of clause 7.

ABSENT: Councillors Graham Condon and Pat Harrow.

The Committee reports that:

PART B - REPORTS FOR INFORMATION

1. RENTAL HOUSING SMOKE ALARMS RR 4495

The Committee considered a report from the Housing Manager on progress being made in the provision of smoke alarms in Council rental housing.

The report provided details of a prototype system which had been installed in a block of four units in Mabel Howard Place, Dallington and which has been monitored over the last 12 months. The system overcomes the problem of false alarms prevalent with the use of standard smoke alarms and could also be modified for use as a personal alarm and to signal for assistance in the event of sickness etc. The cost of this option was reported, however, at approximately $400 per unit.

In view of the high level of costs involved with the system the Committee decided that staff should investigate further the provision of fire service approved standard units and report back to the Committee on a recommended course of action.

2. CONFIDENT LIVING PROGRAMME - FUNDING ISSUES RR 5592

The Committee received a report from the Senior Community Development Adviser on the options for funding an extension of the Confident Living Programme to the wider community.

Currently the programme is being delivered to residents of the Council's elderly persons housing units and the programme is being administered by the Christchurch Safer Community Council until 10 October 1997 when it is expected all units will have benefited from the programme.

The Christchurch Safer Community Council has arranged to have the Confident Living Programme evaluated and this is due to be finished in September 1997.

The Committee decided that the Christchurch Safer Community Council, the Council and the Police meet to discuss the future of the Confident Living Programme in September 1997 with a report from that meeting to be submitted to the October meeting of the Community Services Committee.

3. NCC STATEMENT OF CORPORATE INTENT - SUPPORT FOR CANTERBURY ART (SUPPLEMENTARY) RR 5613

The Committee received a report on the proposal that an elected representative be appointed to act in a liaison role with NCC (NZ) Ltd regarding implementation of clause 8.6 of the Statement of Corporate Intent concerning the promotion of the work and profile of Canterbury artists at venues managed by NCC (NZ) Ltd.

The Committee decided that Councillor Anna Crighton should be appointed to act in a liaison role with NCC (NZ) Ltd in respect to the implementation of clause 8.6 of the Statement of Corporate Intent of NCC (NZ) Ltd.

The Committee received a report from Councillor David Cox on the Annual Report of the Music Centre of Christchurch Trust Board Inc.

5. SUPPLEMENTARY REPORT NCC STATEMENT OF CORPORATE INTENT - SUPPORT FOR CANTERBURY ART RR 5613

The Chairman sought the approval of the Committee to introduce a supplementary report on the above topic. The reasons why the report had not been included on the main agenda and why it could not wait for the next meeting were explained to the Committee.

It was resolved that the report be received and considered at the present meeting.

6. RESOLUTION TO EXCLUDE THE PUBLIC

The Committee resolved that the draft resolution to exclude the public set out on page 7 of the agenda be adopted and that Ms Margaret Arnold, Ms Mary McGibbon and Mr Barry Watson from the YWCA be permitted to remain at the meeting, after the public had been excluded because of their knowledge of the proposal.
