18. PLAN CHANGE 7, NUNWEEK AND TULETT BLOCKS RR 4512

The purpose of this report is to recommend the Committee's approval to make Plan Change 7 to the Waimairi Section of the Christchurch Transitional District Plan operative from 10 March 1997.

Plan Change 7 is a privately requested change which rezones two blocks of land on the north west periphery of Christchurch from Rural H to Residential G2 (residential, retirement village) zone. They are the Nunweek block (20.89 ha) located between Harewood Road and Wairakei Road, which will make provision for up to 200 residential sections, and the Tulett Park block (15.36 ha) located between Claridges Road and Sawyers Arms Road, which will make provision for approximately 160 sections.

The Change was heard by two commissioners and the decision declining the Change was confirmed by the Council. An appeal against the Council decision was lodged by Becmead Investments Ltd and others. The Environment Court has allowed the appeal, approving the Change. The Plan Change can now be made operative.

Recommendation: That pursuant to Clause 20 of the First Schedule of the Resource Management Act 1991, Plan Change 7 be made operative on 10 March 1997.
