1. PUBLIC CONSULTATION PRESENTATION:
NEW LANDFILL FOR CANTERBURY
Noeline Allan and Gareth James outlined the public consultation process to be undertaken during February and March regarding the proposed new landfill, submissions for which close on Friday 21 March 1997. Copies of the associated pamphlet and submission form were tabled. In reply to a question by Councillor Evans, it was agreed that Community Boards should be involved in the consultation process.
The Committee received the report and resolved to confirm the commencement of the public consultation strategy on the basis outlined.
2. INCINERATION
Councillor Wright advised that he had recently discussed the incineration option with representatives of several European municipalities who had recently visited Christchurch under the aegis of the Bertelsmann Foundation, and stated that while acknowledging the significantly different factors applying locally (eg land more readily available and cheaper than in Europe) further investigation of the relative costs of incineration appeared worthwhile. Gareth James advised that he had also been approached recently on this topic by a proposed purchaser of the Mere-Mere Power Station, who had postulated the feasibility of incineration of waste should a similar power generation facility be built in the South Island.
The Committee resolved that the officers be requested to further pursue the relative costs of the incineration option on the basis of the latest available information, and report back to the Committee.
3. TRANSPORTATION COSTS
The Committee was advised that most Bay of Plenty waste was transported to Auckland landfills for disposal. The Committee requested the officers to report on typical collection, transfer and landfill costs.
4. JOINT VENTURE PROPOSAL
Mike Stockwell advised that seven companies had expressed interest in a possible joint venture proposal, and that the officers would evaluate the proposals with a view to reporting back to the 7 April meeting of the Committee. It was agreed that a revised timetable for the Committee to make recommendations to its respective councils be reported to the 7 April meeting.
5. WASTE MINIMISATION
Mike Stockwell agreed to investigate legislation proposed or adopted overseas regarding compulsory waste minimisation and the recyclable materials content of manufactured goods. It was agreed that the Committee should prepare a case to lobby central government to have legislation on these matters introduced nationally.
6. PURCHASE OF LANDFILL SITE
The Committee resolved that the Legal Services Manager, Christchurch City Council, be asked to report back on the ability to compulsorily acquire a suitable landfill site (once identified) under the provisions of either the Public Works Act or the Local Government Act.
7. LEVY ON WASTE DISPOSED OF AT PRIVATE LANDFILLS
The Committee resolved that the Legal Services Manager be asked to report back on whether it would be legally possible to impose a levy on waste disposed of at private landfills.
8. REGIONAL RECYCLING STRATEGY
Councillor O'Rourke briefly outlined the role of the Recovered Materials Foundation, recently established by the Christchurch City Council. It was agreed that a regional waste minimisation and recycling strategy would be desirable and the officers group report back.
9. VISIT TO USA BY GARETH JAMES
Mr James advised that he hoped to shortly visit the USA on a study tour, during which he would take the opportunity to visit some 12 or 13 waste disposal sites.
The Committee resolved to support the proposed study tour by Mr James.
