19. NATIONAL LAND TRANSPORT STRATEGY RR 6772

The purpose of this report is to obtain approval for a Council submission on the Ministry of Transport's recently released draft National Land Transport Strategy document (copies were distributed to all Councillors).

The National Land Transport Strategy will be an important document, giving overall direction to land transport policy in New Zealand. The importance of this document, and the Council's submission is magnified by the fact that it appears to have been written to accommodate and in some sense justify the proposals of roading reform recently announced. These will have significant implications for local government and ultimately, the type of city in which we live. The Council submission will thus provide the first opportunity to comment on the ultimate direction for land transport being proposed by central Government.

Submissions are sought by 19 December 1997. Given this tight time frame, the submission has been prepared by officers with input via workshops held on 5 December and 11 December of the Land Transport Sub-Committee.

The submission recommended by the Land Transport Sub-Committee is attached and requires discussion and approval by the Council at this meeting so the submission date may be met.

Chairman's Recommendation: That the Council approve the attached submission to the Ministry of the National Land Transport Strategy.
