CANTERBURY WASTE JOINT STANDING COMMITTEE
9 DECEMBER 1997

A meeting of the Canterbury Waste Joint Standing Committee
was held on Tuesday 9 December 1997 at 9.00 am

The Committee reports that:

PART B - REPORTS FOR INFORMATION

1. HAZARDOUS WASTE MANAGEMENT

The Canterbury Regional Council, represented by Dr Mike Freeman, and Messrs Tony McKenna and Peter Dawson of Opus Consultants presented a series of overhead projections in support of two documents which were considered by the Committee.

A further report was requested providing specific recommendations for establishing processes to deal with hazardous waste.

Member councils are to be advised of possible funding requirements for the next financial year's budget prior to the end of January 1998.

It was resolved:

  1. That the reports prepared by Opus International Consultants, November 1997, "Hazardous Waste Management Options for Canterbury Region - Summary Report" and "Hazardous Waste Management Options for Canterbury Region - Technical Report", be received.

  2. That a staff project team, chaired by Dr Mike Freeman, Canterbury Regional Council, develop a regional strategy for hazardous waste management including:

    (i) Clarification and recommendations on the possible roles for territorial local authorities and the Canterbury Regional Council in managing hazardous wastes in the region;

    (ii) Recommendations on methods for territorial local authorities and the Canterbury Regional Council to manage hazardous wastes in the region, including possible integration with solid waste management; and

    (iii) Development of an outline programme to implement recommendations, including identification of any resources required.

  3. That the staff project team report back to the Joint Committee on progress by 31 March 1998.

 

2. NEGOTIATING TEAM

The Committee considered Appendix B (Negotiating Team - Draft Terms of Reference) which was tabled at the meeting.

The objective of the Canterbury Waste Joint Standing Committee Negotiating Team is to negotiate a neutrally beneficial joint venture agreement between the Canterbury territorial local authorities and the preferred joint venture partner(s) to develop a regional landfill in Canterbury.

It was resolved to recommend that the Negotiating Team comprise:

Councillors Denis O'Rourke and Ron Wright, Mayor Noeline Allan, and Messrs Mike Stockwell, Eric Park and Gareth James.

It was resolved that the terms of reference, as amended, be adopted.

 

3. SUPPLEMENTARY ITEM

PUBLIC RELATIONS

It was resolved that the above item be received and considered at the present meeting. A letter to the editor of the Hurunui News headed "Waste Management - a right to know how and where", copies of a responding article, and a media release were tabled for discussion.

It was understood that, when appropriate, a local person would be involved with the handling of public relations issues relating to their particular area.

It was agreed by consensus:

  1. That queries be directed to Gareth James at the Waimakariri District Council.
  2. That Gareth James, Mike Stockwell and Councillor Denis O'Rourke form a group to discuss public relations issues if and when required.
  3. That the Canterbury Waste Joint Standing Committee appoint a public relations consultant to act in an advisory capacity.

 

4. COSTS INCURRED IN REGIONAL LANDFILL SELECTION OF JOINT VENTURE PARTNERS

A report from the Christchurch City Council advised of payments made by the Council to date and that invoices for respective contributions from constituent local authorities are being processed.

The meeting was advised that the sum of $3,500 (balance of overseas study award) had not been included in the figures submitted to the meeting.

It was resolved:

  1. That the sum of $3,500 be added to the "costs incurred to date" total.
  2. That the information be received, and the invoices forwarded to the respective constituent councils.

 

PART C - REPORT ON DELEGATED DECISIONS TAKEN BY THE COMMITTEE

 

5. RESOLUTION TO EXCLUDE THE PUBLIC: CONTINUE IN OPEN MEETING, AND SUPPLEMENTARY REPORT

The Committee resolved:

  1. That the draft resolution to exclude the public set out in the agenda be adopted.
  2. That the supplementary item in respect of "Public Relations" be received. The reasons why this matter could not wait for the next meeting were explained to the Committee.
  3. That the meeting be open to members of the public.
