140TH MEETING

OF

THE CHRISTCHURCH CITY COUNCIL

MINUTES OF A SPECIAL MEETING OF THE CHRISTCHURCH CITY COUNCIL

HELD AT 2.30 PM ON FRIDAY 11 JULY 1997

PRESENT: The Mayor, Ms Vicki Buck (Chairperson), Councillors Carole Anderton, Graham Berry, David Buist, David Close, Graham Condon, David Cox, Anna Crighton, Newton Dodge, Carole Evans, Morgan Fahey, Gordon Freeman, Ishwar Ganda, Pat Harrow, Ian Howell, Lesley Keast, Charles Manning, Garry Moore, Denis O'Rourke, Gail Sheriff and Ron Wright.
APOLOGIES: Apologies for absence were received and accepted from Councillors Oscar Alpers, Alister James, Margaret Murray and Barbara Stewart.

1. SUPPLEMENTARY REPORTS

The Mayor referred to the following supplementary reports, which had been separately circulated after the agenda had been sent out. She advised that as the reports related to the subject of the present special Council meeting, they could not be deferred to a subsequent meeting:

Report by Senior Planner, City Design and Heritage, and other heritage planning staff, outlining the history and architectural features of the Coachman Inn, together with an accompanying Notice of a Requirement for a Heritage Order.

Report by Pru Steven, Solicitor, regarding the option of notifying a Requirement for a Heritage Order in relation to the Coachman Inn. (Report to be considered with the public excluded.)

Report by Property Projects Manager on the status of the current negotiations between the Council and the owner of the Coachman Inn regarding the possible acquisition of the property by the Council. (Report to be considered with the public excluded.)

It was resolved that the foregoing reports be received and considered at the present meeting.

 

2. COACHMAN INN

Pru Steven advised that, following the commencement of demolition work on the building earlier that day, the Council had subsequently obtained an interim enforcement order prohibiting further demolition work on the building.

 

3. RESOLUTION TO EXCLUDE THE PUBLIC

It was resolved that the resolution to exclude the public set out in the pink sheet attached to the agenda be adopted. It was resolved further, that the following persons be permitted to remain at the meeting following the exclusion of the public, to allow them to make submissions in their capacities as counsel for Mr David Carter, the owner of the Coachman Inn:

Mr Tony Hearn, QC.

Mr Mike Sweeney, solicitor.
