COMMUNITY SERVICES COMMITTEE

A meeting of the Community Services Committee
was held on Monday 11 August 1997 at 4.00 pm

 

PRESENT: Councillor Garry Moore (Chairperson), Councillors Carole Anderton, Graham Condon, David Cox, Anna Crighton, Carole Evans, Ishwar Ganda, Pat Harrow, Lesley Keast and Barbara Stewart.
APOLOGIES:
Apologies for absence were received and accepted from The Mayor.

Councillor Harrow arrived at 4.15 pm and was absent for part of clause 6.

Councillors Cox and Evans retired at 5.50 pm and were absent for clauses 2-5, 8.1 and 8.2.

Councillor Crighton retired at 6.30 pm and was absent for part of clause 3 and clauses 2, 4, 5, 8.1 and 8.2.

 

The Committee reports that:

PART A - MATTERS REQUIRING A COUNCIL DECISION

1. OUT OF SCHOOL RESEARCH STUDY RESEARCH SUMMARY REPORT RR 5295

The Committee considered a report on the Out of School Research Study which provided information on the completed research project undertaken into the need for Out of School Care and holiday programmes (OSP) for children aged 5-12 years in Christchurch.

In association with the above Ms Margreet Stronks and Mr Bill Sissons from OSCAR spoke to the Committee and provided information on the work of OSCAR in Christchurch covering the range of services provided, its structure and objectives.

A copy of the research report is tabled.

Recommendation:
  1. That an inter-agency advisory group be established consisting of one representative from each Community Board, Leisure and Community Services Unit representatives, CAO and Recreation Co-ordinator, representatives from community groups, and appropriate agencies, Children's Advocate and Councillor representatives to further investigate:
 
  • Central co-ordination and network with other providers and organisations.
  • Feasibility of a city-wide training package.
  • City-wide implementation plan--develop medium to long term strategy (including priority areas for Council support) in consultation with stakeholders.
  • Set service standards and monitoring and evaluation criteria to assess on-going need.
 
  1. That the Council agree to provide up to $15,000 (from the Children's Advocate Budget) to employ for a six month period a suitably qualified person to assist inter-agency group to achieve the above outcomes (reporting to and accountable to the inter-agency advisory group).

 

2. POLICY FOR DEALING WITH DRUG ABUSE RR 5836

The purpose of this report is to put in place a process to ensure that the Council's funding for drug education is wisely spent.

Following a request from the Council at its meeting of Wednesday 30 July 1997 it is proposed that:

  1. A working party of Councillors and appropriate staff be convened.

  2. Invitations be sent to agencies involved in drug education including Crown Public Health, Life Education Trust, FADE, DARE, PRYDE, Police, Secondary Schools Principals Association, Youth Council, Queen Mary Centre and other individuals and agencies identified as having a major interest in this issue.

  3. That a preliminary report to the Committee be available in November/December.
Recommendation:
  1. That the information be received.
  2. That a meeting date be set for early September to begin consultation.
  3. That the working party consist of Councillors Garry Moore, Graham Condon, Carole Anderton, Lesley Keast and Margaret Murray.

 

3. REPORT ON REFUGEE ISSUES IN CHRISTCHURCH RR 5838

The purpose of this report, a copy of which has been circulated separately and is tabled at the meeting, is to advise the Council on refugee issues in Christchurch.

Recommendation:
  1. That a working party consisting of Councillors Ishwar Ganda, Pat Harrow, Barbara Stewart and a representative of the Youth Council be established to work with the Refugee and New Migrant Forum to assist in the implementation of the recommendations on page 7 and 8 of the report.

  2. That the matter be placed on the agenda for discussion at the next forum with local members of Parliament.

 

4. SISTER CITY COMMITTEE ACTIVITIES RR 5785

The purpose of this report is to seek Council's approval for Councillor Harrow to visit Sister City Songpa-Gu to represent the Christchurch City Council at the 3rd Hansong Paeche Festival, from 20-25 September 1997.

INTRODUCTION

An invitation has been received from Mayor Kim Sung-Soon of Songpa-Gu for Councillor Pat Harrow and two members of Christchurch City Council's International Relations staff, Julie Battersby and Sue McFarlane, to visit sister city Songpa-Gu for the 3rd Hansong Paeche Festival (see attachment). The bi-annual Festival commemorates the Paeche Dynasty, of which Songpa-Gu was the capital during its prosperous period, about 2000 years ago.

The visit would take place from 20-25 September, to include the Festival and time for discussions with Songpa-Gu's International Relations Office regarding plans for furthering the Sister City relationship.

This will be the first opportunity for Christchurch City Council staff to familiarise themselves with our sister city in Korea and will further aid and promote the relationship between Christchurch and Songpa-Gu.

OFFICIAL REPRESENTATION SOUGHT

Earlier this year an invitation was extended to Mayor Vicki Buck to visit Songpa-Gu at the time of the Festival, but she was unable to accept this. The Christchurch-Songpa-Gu Sister City Committee believes it is, therefore, appropriate and necessary to provide official representation from the Christchurch City Council during the 3rd Hansong Paeche Festival. Through his membership of the Christchurch-Songpa-Gu Sister City Committee, Councillor Harrow has been invited to Songpa-Gu by Mayor Kim.

The Christchurch-Songpa-Gu Sister City Committee strongly urge that every consideration be given to enable Councillor Pat Harrow to make this important visit.

COST

The invitation from Songpa-Gu confirmed their willingness to meet accommodation, meals and internal transportation. The Christchurch-Songpa-Gu Sister City Committee approved the cost of travel for the two City Council staff, from their funds.

Total funds of $1500 would be required to cover Councillor Harrow's airfare and travel insurance costs.

Funding is not available within the Sister City Travel and Promotion vote for this visit due to prior commitment of funds. This visit was unforseen at the time of budget development.

THE SISTER CITY RELATIONSHIP

Songpa-Gu became Christchurch's sister city in February 1995. The first official delegation to Songpa-Gu led by Councillor Fahey visited Songpa-Gu in July 1996. The Canterbury Employers' Chamber of Commerce and the Canterbury Development Corporation were represented within that visit.

Since that visit discussions have been initiated between the Christchurch-Songpa-Gu Sister City Committee and Songpa-Gu International Relations Section to develop a large promotional display in Songpa-Gu profiling opportunities for trade, tourism and education in Christchurch. The International Relations Section are working with the Sister City Committee members to develop an appropriate display to be sent to Songpa-Gu for installation. Songpa-Gu City Council will meet the installation costs of the Christchurch Display in their City Hall. Locally the Sister City Committee and the Canterbury Employers' Chamber of Commerce are working together to offer a reciprocal opportunity for Songpa-Gu in Christchurch.

A sister school relationship also resulted from that first visit, between Aranui High School and Okum High School. On 25 September 1997 the first student exchange will take place with 14 students from Aranui High School being home-hosted by Okum High School for two weeks.

The New Brighton Tai Kwon Do Club will also visit Songpa-Gu at this time and plans are being made for them to form a relationship with a Tai Kwon Do Club in Songpa-Gu, with a return visit envisaged.

An art exchange is currently being organised between Merrin School and Tosung Elementary School, Songpa-Gu. Christchurch City Council Staff will take Merrin School's artworks to Songpa-Gu, for display alongside the Korean children's work initially in the Songpa-Gu Art Gallery and then at Tosung Elementary School. The exhibition will then be brought to Christchurch for public display.

SONGPA-GU STAFF VISITS TO CHRISTCHURCH

Songpa-Gu's International Relations staff have recently visited Christchurch: Mr Yeon Gong-Heum visited Christchurch in November 1996, for the signing of a Sister School Agreement and Mr Lee Ki-Sea and Mr Shin Dong-Ill attended the Korea Day celebrations in Christchurch on 1st March 1997.

Recommendation:
That the Committee approve Councillor Harrow's visit to Songpa-Gu from 20 to 25 September 1997 and that the $1500 be met from the Councillor Travel Budget.

 

5. HOUSING REVIEW WORKING PARTY - TERMS OF REFERENCE RR 5840

The purpose of this report is to seek agreement to a revised Terms of Reference for the Housing Review Working Party and to confirm its membership.

BACKGROUND

Members will recall that at the April 1996 meeting of the Council, approval was given to the Terms of Reference for the Housing Review, and to the appointment of Councillors Garry Moore, Lesley Keast, Carole Anderton, Graham Condon and Barbara Stewart to a Working Party.

The Terms of Reference (attached) were directly related to the Housing Review on Affordable Housing, which was presented to, and adopted by, Council on 18 December 1996.

Since then, the Working Party has met at regular intervals to monitor progress on the implementation of the goals agreed to in the review. In addition, three small sub-groups have been formed to assist in respect of housing proposals for the Hornby, Burwood Hospital and inner city areas.

REVISED TERMS OF REFERENCE AND MEMBERSHIP

Current Council policy is for sub-committees to cease existence after three months or on completion of the task for which they were appointed.

It would seem appropriate, therefore, that revised Terms of Reference and agreement on composition of the Housing Review Working Party should ratified by the Committee.

It is suggested that the Terms of Reference for the Working Party should now be amended to:

"To provide a consultative forum with staff in respect to housing proposals relating to the goals and action points specified in the Housing Review, and to monitor the implementation of these."

and that the composition of the Working Party should now be:

Recommendation:
That the amended terms of reference and composition of the Working Party as detailed above with the inclusion of Councillor Carole Anderton be adopted.

 

PART B - REPORTS FOR INFORMATION

6. URBAN CHILDHOOD CONFERENCE RR 5644

The Committee considered a report from the Children's Advocate, Lyn Campbell, on the Urban Childhood Conference, an international, interdisciplinary conference held 9-12 June in Norway, which she attended.

The report provided details of the key messages from the conference. The report concluded that the Christchurch City Council compared favourably with Scandinavian countries in aiming to build a child-friendly city environment.

The Committee decided that the information should be received and that the Children's Advocate should provide examples of initiatives that Community Boards could be involved in for consideration in the next budget round.

 

7. CTC- CURRENT STATE OF THE TOURISM INDUSTRY IN CHRISTCHURCH RR 5864

The Committee considered a report from Ms Jeanette Elliott, CEO, Canterbury Tourism Council on the current state of the tourism industry in Christchurch.

The report provided details of international visitor arrivals to New Zealand for the year ended May 1997 and of the Canterbury Tourism Council's current response in terms of its marketing activities.

The Committee decided that the information should be received and that an invitation should be extended to the New Zealand Tourism Board to meet with the Christchurch City Council.

The Committee received the following reports:

8.1 Youth and Cultural Development Society RR 5833

The Committee received a report from the Community Adviser - Youth on the change of premises of the Youth and Cultural Development Society which is now relocated to 92 Lichfield Street.

8.2 Christchurch Safer Community Council - 1996/97 Business Plan RR 5841

The Committee received a copy of the report on the Christchurch Safer Community Council on its 1996/97 Business Plan.

 

PART C - REPORT ON DELEGATED DECISIONS TAKEN BY THE COMMITTEE

9. ITEM WITHDRAWN

With the agreement of the Chairperson item no 5 on the agenda, Annual Residents' Survey 1997, was withdrawn and it is intended that this presentation will be made at a subsequent seminar of the Committee.
