PROJECTS AND PROPERTY COMMITTEE

20 NOVEMBER 1996

A special meeting of the Projects and Property Committee

was held on Wednesday 20 November 1996 at 12 noon

PRESENT: Councillor Ron Wright (Chairman),

The Mayor,

Councillors Oscar Alpers, Carole Anderton,

Carole Evans, Morgan Fahey, Ishwar Ganda,

Ian Howell, Alister James and Denis O'Rourke.

IN ATTENDANCE: Councillors David Buist and Gail Sheriff

(part meeting only).

APOLOGIES: An apology for lateness was received and

accepted from Councillor Carole Evans who

arrived at 2.20 pm, and who was present for

all clauses except clauses 2 and 3.

Apologies for early retirement were received and

accepted from:

1. Councillor Oscar Alpers who retired at 2.20 pm, and was present for clauses 1, 2,

3 and 4 only.

2. Councillor Ian Howell who retired at 3.00 pm and was present for clauses 1, 2,

3 and 4 only.

The Committee reports that:

PART B - ITEMS DEALT WITH BY THE COMMITTEE AND

REPORTED FOR INFORMATION ONLY

1. SUPPLEMENTARY REPORTS

The Chairman referred to the following supplementary reports which had been tabled for consideration at the present meeting of the Committee:

Report by Warren and Mahoney on interior colour scheme for Convention Centre.

Reports by Property Projects Manager and Environmental Policy and Planning Manager on proposals to provide additional car parking in the vicinity of Cathedral Square.

The Chairman advised that the reports had not been circulated with the agenda for the reason that they were not available at the time the agenda was prepared and sent out, and that as there was a need for an early decision on both issues the reports could not be deferred to a subsequent meeting.

The Committee resolved that the reports be received and considered at the present meeting.

2. CHRISTCHURCH CONVENTION CENTRE:

MAIN HALL COLOUR SCHEME

During a tour of the Convention Centre on Thursday 14 November some members of the Committee expressed disappointment at the colour scheme in the main convention hall, on the grounds that it appeared to be dull. At the request of the Committee the Project Architects (Warren and Mahoney) submitted a report on the possibility of changing the colour scheme for the walls, carpet and furnishing from the plain black and grey colours which had been chosen in consultation with the Venue Manager. In their report Warren and Mahoney advised that a neutral colour scheme had been selected to provide a good contrast with temporary displays mounted by corporate hirers of the Convention Centre, and provide a distinct contrast with the white linen tablecloths and white china and silverware and other table adornments proposed for the venue. The report concluded by advising that a change to the colour scheme of the walls could not be accommodated within the completion date envisaged for the Convention Centre, and that it would not be possible to change the colour of the seats as the fabric had already been ordered. The Committee received the report.

3. RESOLUTION TO EXCLUDE THE PUBLIC

The Committee resolved that the draft resolution to exclude the public set out on page 2 of the agenda be adopted. It was further resolved that the following persons be permitted to remain at the meeting following the exclusion of the public, because of their direct involvement in the relevant subject matters under discussion, listed below:
