PARKS AND RECREATION COMMITTEE

18 AND 25 OCTOBER 1996

Special Meetings of the Parks and Recreation Committee

were held on Friday 18 and 25 October 1996

to monitor the implementation of the 1995/96 Corporate Plan

PRESENT: Councillor Gordon Freeman (Chairman),

The Committee reports that:

PART B - ITEMS DEALT WITH BY THE COMMITTEE AND

REPORTED FOR INFORMATION ONLY

1. CORPORATE PLAN MONITORING REPORTS 1995/96

The Committee considered the monitoring reports for the following units for the year ended 30 June 1996:

(a) Leisure and Community Services Unit

The Leisure and Community Services Manager was requested to report back to the Committee on the following matters:

(i) The content and resourcing of the KiwiAble programme.

(ii) Revenue returns for the Ascot Golf Course and Golf Driving Range, including the restaurant, for the past five years.

(iii) The QEII Fun Park operation, including the current lease arrangements.

(iv) Current levels of participation in the sport of squash.

(b) Communications and Promotions Unit

The Chairman updated the Committee on the last developments in the negotiations with the promoters of the Tina Turner and advised that the concert was likely to take place at Queen Elizabeth II Park on Saturday 8 March 1997. As a consequence it had been necessary to put back the Classical Sparks concert one week to Saturday 15 March.

In receiving the above information, the Committee noted staff advice that the rescheduling of the Classical Sparks concert could incur additional costs in terms of screen hire and the need to reschedule a concerto concert planned for 15 March. However under the above scenario the Council would not become financially involved in the promotion of the Tina Turner concert.

The Acting Communications and Promotions Manager then introduced the events management report for the 1995/96 financial year.

A suggestion that consideration be given to staging a major event at Wigram Airfield was noted by staff.

(c) Parks Unit

The Committee requested the Parks Manager to report back on the following matters:

(i) A cost/benefit study on a Council-operated crematorium.

(ii) The development of a memorial garden at Mona Vale.

(iii) The development of a heritage rose park at the Addington Cemetery.

2. BUDGET PLANNING

The Committee requested that objectives be developed for the following activities for incorporation in the 1997/98 Annual Plan:

Leisure and Community Services Unit

Introduction of children's holiday programmes at Council swimming pools.

Monitoring of camping ground lease agreements.

Encouraging the promotion of camping grounds.

Encouraging the amalgamation of bowling clubs to improve the viability of individual clubs and to release reserves land for other purposes.

In consultation with the Canterbury Surf Life Saving Association, the development of initiatives for encouraging increased participation in surf life saving.

Development of further initiatives to arrest the decline in the participation of the sport of squash or alternatively to explore alternative activities for under-utilised Council owned facilities.

The Committee agreed that the following performance indicators be included in the 1997/98 Annual Plan:

Undertake an annual survey of campers in January each year (80% satisfaction rating to be the benchmark).

Increase patronage of Council camping grounds by 10% per annum.
