CENTRAL CITY COMMITTEE

1 NOVEMBER 1996

A special meeting of the Central City Committee

was held on Friday 1 November 1996 at 4.00 p.m.

PRESENT: Councillor Margaret Murray (Chairperson),

Councillors Newton Dodge, Alister James,

Charles Manning and Barbara Stewart.

APOLOGIES: Apologies for absence were received and accepted from the Mayor, Vicki Buck and Councillors Graham Berry and Anna Crighton.

Councillor James arrived at 4.20 pm and was present for all clauses.

The Committee reports that:

PART B - ITEMS DEALT WITH BY THE COMMITTEE AND

REPORTED FOR INFORMATION ONLY

1. CORPORATE PLAN MONITORING REPORTS 95/96

The Committee considered the monitoring reports of the following units for the year ended 30 June 1996.

(a) COMMUNICATIONS & PROMOTIONS UNIT

The Communications & Promotions Manager submitted her report attached to the agenda. Committee members noted the success of the promotion of the Central City by the Unit and the continuing competition from redeveloped suburban malls.

The return from stall sites in Cathedral Square was $25,000 less than budgeted. The Committee requested that a report be available reviewing the objectives of establishing the Friday market in the Square.

Committee members thanked the Communications & Promotions Unit Manager for the contribution and dedication of staff working on the central city marketing promotion.

(b) PARKING OPERATIONS UNIT

The Parking Operations Manager submitted his report attached to the agenda and was asked to report back to the Committee on:

(i) The effect of the openings of suburban malls on off street parking in the central city.

(ii) The effect of Saturday shopping (10 am - 4 pm) on parking requirements.

(iii) Bus patronage within the central city area.

(c) CITY STREETS UNIT

The City Streets Manager submitted his report attached to the agenda and referred to sections of the report relating to central city activities. He undertook to prepare a separate section on central city activity for future reports to this Committee.

2. BUDGET PLANNING

The Committee requested that the following matters be addressed in the preparation of the 1997/98 Annual Plan.

COMMUNICATIONS & PROMOTIONS UNIT

- Provision for the International Malls Conference to be held in Christchurch in 1998.

- Reinstatement of the $100,000 reduction in funding provided for central city marketing in the 1997/98 draft Budget and a report on the activities and promotions which will not proceed as a result of the reduced funding available from the Council.

- Opportunities for joint promotions with other units of the Council to better utilise funding available.

CITY STREETS UNIT

The City Streets Manager will report on availability and further need for public toilets in the central city.

The Performance Indicator "returns from operator maximised (9% for 1995/96 estimated)" will be included in another appropriate budget.

The meeting concluded at 6.10 pm.
