A meeting of the Central City Committee

was held on Thursday 7 November 1996 at 4.40 pm.

The meeting adjourned at 4.50 pm was reconvened at 6.10 pm.

The Mayor, Ms Vicki Buck retired at 6.30 pm and was not present for clauses 3, 6 and 7.

Councillor Newton Dodge retired at 6.31 pm and was not present for clauses 3 and 7.

Councillors Anna Crighton and Ron Wright were present for clause 4.

PART A - MATTERS REQUIRING A COUNCIL DECISION

1. PROPOSED NAVAL MEMORIAL DRINKING FOUNTAIN - RR 3943

The purpose of this report is to inform and seek approval of the Council for a proposal to construct a drinking fountain as a naval memorial near the Bridge of Remembrance.

INTRODUCTION

The Naval Association's Co-ordinating Committee (NACC) is an informal group which unites all naval organisations in Christchurch. It is chaired by the Resident Naval Officer and consists of one member from each of the following associations:

There has been strong feeling from retired naval personnel that there should be a memorial in Christchurch to those persons of the Commonwealth and Allied Navies who made the supreme sacrifice in the service of their countries.

THE PROPOSAL

The Naval Association's Co-ordinating Committee (NACC) propose to erect a memorial drinking fountain in Friendship Corner adjacent to the Bridge of Remembrance. The proposal includes extending the paving and constructing a drinking fountain just south of the Bridge of Remembrance (see attached plans).

The fountain has been specifically designed to accommodate a commemorative plaque and steps in one side of it to enable small children to drink easily from it. All materials will be complementary to existing structures in the area; in fact it is proposed that the stone used will be the same as that used in the Bridge of Remembrance. Two seats, provided by the Parks Unit, will match seats that currently exist around the Bridge of Remembrance.

The proposal, which has been developed in conjunction with the Parks, Water Services and the Environmental Policy and Planning Units has the support of the Historic Places Trust and the Christchurch Returned Servicemen's Association. The Civic Trust and ICON are currently being consulted.

FUNDING

All development work will be financed by the NACC with some assistance from Trustbank Canterbury and organisations selected by the NACC. The Parks Unit will supply two seats and the on-going maintenance of the fountain and surrounding area as part of Friendship Corner Reserve.

TIMING

It is expected that work will begin on site in late November and will be completed by the first week of December. On 13 December a civic dedication will take place with full naval parade which will include a visit to Lyttelton by one of the naval frigates.

CONCLUSION

The Parks Unit believes that this initiative by the NACC should be applauded. The commemoration is well overdue and the proposal to erect a memorial which is useful and can be enjoyed by all should be supported. Its location next to the Bridge of Remembrance is most appropriate.

Recommendation: 1. That the proposal by the NACC to build the commemorative drinking fountain next to the Bridge of Remembrance be approved.

2. That the NACC be commended for their significant contribution.

2. OXFORD TERRACE (LICHFIELD STREET TO HEREFORD STREET)

The purpose of this report is to discuss the changes to the proposed plan for Oxford Terrace between Lichfield Street and Hereford Street resulting from input from members of the Committee.

To increase the effective areas of the river bank three main changes have been made to the original concept plan. These changes include; the reduction in the width of the footpath area on the eastern side from 11.5 m to 10 m. A narrowing of the road carriageway from 5.5 m to 4 m and the relocation of the loading zone to the eastern side of Oxford Terrace.

The relocation of the loading zone to the eastern side may affect the location of the petanque court. Consideration could be given to some fixed seating with tables to allow for chess, draughts or dominoes in this area. This not only avoids a road crossing problem but adds significantly to the river bank area.

The footpath on the western side of Oxford Terrace will be located adjacent to the kerb. This will enable emergency vehicles to pass stopped vehicles within the carriageway. The width of the carriageway has been reduced to 4 metres which is just sufficient to accommodate a cycle and a motor vehicle side by side.

To open up the vista to the river it is proposed that the two trees adjacent to the narrowed section of Oxford Terrace at the top of the river bank be removed. The existing low brick wall in this area will also be taken away and the bank contoured to provide more areas for people to sit on the grass.

An additional loading zone has been placed nearer to the intersection of Hereford Street as a result of concerns expressed in that area.

The next stage in the progression of these works is to distribute a leaflet for public comment.

Recommendation: 1. That the plan as modified be adopted.

2. That a leaflet be prepared and circulated for public comment.

3. That the officer's recommendation be adopted and further that the provision of public toilet facilities in this area be investigated and reported back to the November 28 meeting.

4. That the siting of the petanque court as shown on the plan be supported.

5. That other activities (eg games tables) be considered later.

6. That detailed estimates of funding requirements be reported back to this Committee.

3. WORCESTER STREET IMPROVEMENTS RR 4022

The purpose of this report is to obtain approval for the proposed scheme plan (attached) for Worcester Street between Cathedral Square and Manchester Street, so that the publicity leaflet can be issued for public consultation.

It is proposed to construct new kerb and channels and widen the footpaths to 3.5 m on the south side and at the eastern end on the north side of Worcester Street. The footpaths will be finished in cobblestones.

Car park spaces (on the south side) and a loading zone/P5 (on the north side) will be formed and identified by pavers.

Trees will be planted throughout on both sides of the road.

The present bus only right turning lane into Manchester Street will remain, but will be highlighted with pavers.

Subject to Council approval and resulting public consultation it is proposed to tender this project in February 1997 with construction completion by June 1997.

Recommendation: That the scheme plan be approved in principle so that a publicity leaflet can be issued for public consultation.

4. DEPUTATIONS BY APPOINTMENT

Mr David Smith, who has designed the memorial fountain, outlined the proposal to the Committee and sought support for the construction of the drinking fountain.

5. cambridge terrace (montreal street to cashel street)

RR 4026

Part of this year's construction programme is the replacement of dish channels on the western and northern sides of Cambridge Terrace. The opportunity is being taken to increase the amount of parking in the street with provision of angle parking on the eastern and southern sides. A brochure is being circulated for public comment.

6. 1996/97 ROADING PROGRAMME RR 3895

Committee members were provided with an update of progress on City Streets projects in the central city area which are programmed for 1996/97.

7. HEREFORD STREET DISABLED PERSONS' CAR PARKING

The Committee agreed to a request received from the Disabled Persons' Assembly to relocate the parking space restricted to mobility cardholders only outside Torrens House to New Zealand Supercentre on the opposite sign of the road.

The meeting concluded at 6.33 pm.
