JOINT CHRISTCHURCH CITY COUNCIL AND

CANTERBURY REGIONAL COUNCIL COMMITTEE

2 MAY 1996

A joint meeting of the Christchurch City Council and

Canterbury Regional Council Committee

was held on Thursday 2 May 1996 at 1.30 p.m.

1. CONFIRMATION OF MINUTES The minutes of the inaugural meeting of the Joint Christchurch City Council/Canterbury Regional Council Committee, 21 March 1996, were adopted without amendment.

2. CHRISTCHURCH/WEST MELTON GROUNDWATER MANAGEMENT Laurie McCallum, Natural Resources Planning Manager (CRC), briefed the Committee on the consultation document that is to be incorporated within the Water Chapter of the Natural Resources Regional Plan. Mr David Scott also presented a review of computer based groundwater modelling work which when completed will allow various scenarios to be simulated on the computer to gauge their effects.


The Christchurch City Council sought assurance that it would have some input into the Draft Consultation document. City Councillors emphasised the difficultly of proceeding with conservation measures without a management plan in place.


It was agreed that staff from both Councils communicate in the preparation of the Draft and that it be presented to the Joint Committee before June 1997.

3. SCOPING REPORT ON OPTIONS FOR

CO-ORDINATED APPROACH BETWEEN CRC AND CCC

FOR REDUCTION OF AIR POLLUTION

(INHALABLE PARTICLES) FROM DOMESTIC FIRES Bob Ayrey, Senior Air Quality Officer (CRC), outlined the report to members. 3 Cont'd Councillor Fahey commended Bob Ayrey on a well written report but did voice concern that the figures in the report were emotive and not based on pathological evidence. Dr Freeman (CRC) responded by noting that there are not the resources to carry out such tests and that the figures are "an association based on statistical analysis".

Terry Moody (CCC) volunteered to get a full copy of the report to Councillor Fahey.

The proposal of the report, to give out publicity on polluting the atmosphere through fire emissions, was endorsed by the Committee. Councillor Evans announced that provisions of $50,000 have been made available in the Christchurch City Council's Draft Budget to contribute to the costs of this campaign.

The Committee also requested: 1. That a copy of the Consumers Institute's figures on `Comparative Costs of Domestic Heating' be distributed to Councillors, and that provision be made for this to appear in `City Scene' (subject to copyright). 2. That the publicity campaign begins as soon as practically possible. 3. That the working party report back to the Committee. 4. That information on water emissions from gas heaters be investigated and reported back to the Committee. 4. REPORT OF THE WORKING GROUP ON TRANSPORT PLANNING

Ian McChesney, Energy and Transport Policy Manager (CRC), presented a report of the working group on transport planning. The Committee resolved: 1. That the proposed terms of reference for the working group be approved. 2. That the arterial road package, the university project, and the issue of passenger transport funding be referred to the working group, with an interim report back date of July 1996.

5. NEXT MEETING

The next meeting was scheduled for Thursday 6 June 1996 commencing at 1.00 pm at the Canterbury Regional Council.

The meeting concluded at 2.40 p.m.
