A joint meeting of the Parks and Recreation Committee

and the Projects and Property Committee

was held on Friday 19 July 1996 at 10.00 am

PRESENT: Councillor Gordon Freeman (Chairman),

APOLOGIES: Apologies for absence were received and accepted

from Councillors Graham Condon, Morgan Fahey

and Alister James.

Councillor O'Rourke retired from the meeting at

11.25 am and was present during part of the debate

regarding clause 1 only.

The Committee reports that:

PART A - MATTERS REQUIRING A COUNCIL DECISION

1. CENTENNIAL POOL REDEVELOPMENT RR 3309

The Committee considered a comprehensive report from Council officers on the revised concept plan for the redevelopment of Centennial Pool in line with the recent decisions of the Council, the budget implications of those decisions, the proposed pool development programme and the contractual responsibilities of the parties involved.

The report also sought approval to proceed with decommissioning plant and machinery at the existing pool to arrange the disposal of same where possible and to undertake the demolition necessary to allow the redevelopment to take place.

Copies of the report have been separately circulated to all Councillors.

Recommendation: 1. That it be recommended to the Projects and Property Committee that the Council enter into a negotiated contract with Mainzeal for the redevelopment of the new Centennial Pool.

2. That the pool building be enlarged to meet the increased size of the activity areas comprising the project, ie:

3. That the financial implications of the projected increase in the cost of the project be referred to the Strategy and Resources Annual Plan Working Party.

4. That the new concept plan and redevelopment programme for the Centennial Pool be approved.

5. That approval be granted for the demolition of the existing pool to proceed.

(Note: Councillors Cox and Sheriff requested that their votes against the adoption of recommendations 2 and 5 be recorded.)

2. PIONEER POOL: PROJECT DELIVERY PROPOSAL RR 3311

The purpose of this report is to seek confirmation of the proposed project delivery methods for the new Pioneer Pool.

Background

The Council at its meeting on 29 May 1996 resolved:

"That the development of the Pioneer Pool be approved in principle as per the development programme proposed." The development programme was based on maximising the downtime of Pioneer Stadium to reduce inconveniencing regular stadium users. With this in mind, it was proposed to concentrate construction over the summer months. This would not only enable time for detailed design work to be undertaken and the resource consent obtained, but would also have some financial savings with joint purchase arrangements with the Centennial Pool project. Completion date is approximately November 1997.

Final design details and costings will be submitted to the Council for approval prior to the development proceeding.

Suggested Project Delivery Method

As the development of this pool has not been through the "Request for Proposals for Development" process, it is suggested that:

"The project delivery method for the new Pioneer fitness/leisure pool be the traditional tender system. This system requires the preparation of a detailed technical design brief, the appointment of consultants employed directly by the Council, the preparation of a Design Report and full tender/contract documentation, the calling of competitive tenders, construction, commissioning and final completion of the project.

This approach ensures that the total scope of work is fully documented, the work is competitively tendered and the cost is known to the Council at the time of award of the contract with consequent minimisation of risk. Project Co-ordination for the Pioneer pool project should become the responsibility of the Major Projects Co-ordination Unit, who in turn will establish the appropriate advisory teams."

Recommendation: 1. That the project delivery method for the new Pioneer Pool be the traditional tender system.

2. That the Major Projects Co-ordination Unit be approved as project co-ordinators for the Pioneer Pool.

3. QUEEN ELIZABETH II POOL:

PROJECT DELIVERY PROPOSAL RR 3312

The purpose of this report is to seek confirmation of the proposed project delivery methods for the new QEII Park Pool.

Although not scheduled to commence development until 1998, it was felt appropriate to consider the project delivery method for QEII at the same time as the Pioneer Pool decision is being made.

Again the traditional tender system process as outlined for Pioneer Pool is recommended and similarly the project to be under the auspices of the Major Projects Co-ordinator Unit. Appropriate reporting back to the Council in line with that determined for the other pools will also be undertaken.

Recommendation: 1. That the project delivery method for the new QEII Park Wave Pool be the traditional tender system.

2. That the Major Projects Co-ordination Unit be approved as project co-ordinators for the QEII Park Pool.
