THE CHRISTCHURCH CITY COUNCIL

MINUTES OF THE PROCEEDINGS OF THE CHRISTCHURCH CITY COUNCIL

AT AN EMERGENCY MEETING HELD AT 4.00 P.M.

ON FRIDAY 26 JANUARY 1996

PRESENT: The Mayor, Ms Vicki Buck (Chairperson).

Councillors Oscar Alpers, Graham Berry, David Buist, David Close,

Graham Condon, David Cox, Anna Crighton, Newton Dodge, Carole Evans,

Morgan Fahey, Gordon Freeman, Ishwar Ganda, Pat Harrow, Ian Howell,

Garry Moore, Gail Sheriff, Barbara Stewart and Ron Wright.

APOLOGIES: Apologies for absence were received and accepted from Councillors Lesley Keast, Charles Manning, Margaret Murray and Denis O'Rourke.

ABSENT: Councillors Carole Anderton and Alister James.

DEPUTATIONS

Submissions were made by the following persons seeking the Council's support for the retention of the former Kaiapoi Woollen Manufacturing Company building in Manchester Street:

* Ms Ann McEwan on behalf of the Save Our Buildings Action Group.

* Dr Ian Lochhead of the University of Canterbury.

PROPOSED DEMOLITION OF FORMER KAIAPOI WOOLLEN

MANUFACTURING COMPANY BUILDING: MANCHESTER STREET

Consideration was given to an amended report tabled at the meeting by Neil Carrie, Senior Planner (City Design and Heritage).

It was resolved on the motion of the Mayor seconded by Councillor Wright:

"1. That pursuant to section 198A of the Resource Management Act, the Christchurch City Council immediately publicly notify a requirement for a heritage order for the purpose of protecting a place of special interest and character being the Kaiapoi Woollen Mills building at 30 Manchester Street, Christchurch.

2. That the requirement be prepared by the Legal Services Manager.

3. That the Council continue to pursue the options of retention and reuse of the building with the owner/s and prospective owner/s of the building.

4. That the Council indicate its preparedness to negotiate monetary and other incentives to assist in the redevelopment of the property, subject to retention of the most significant heritage elements of the building, with any monetary incentives granted being charged to the Council's Historic Places Trust Fund."

The meeting concluded at 4.55 p.m.
