10. ANTARCTIC TREATY CONSULTATIVE MEETING RR 4329

The purpose of this report is to inform Councillors of a request from the Ministry of Foreign Affairs and Trade to host a Welcome to Christchurch function for the official delegates attending the XXIst Antarctic Treaty Consultative Meeting in Christchurch in 1997.

Background

New Zealand is to host the XXIst Antarctic Treaty Meeting (ATCM) in May 1997. The Ministry of Foreign Affairs and Trade will co-ordinate the meeting in Christchurch, as New Zealand's "gateway" to Antarctica and centre of the New Zealand Antarctic activities. The meeting will take place in the Christchurch Convention Centre from 19-30 May 1997.

As January 1997 will also mark the 40th anniversary of Scott Base, the Ministry has drawn together a working group of people to develop a programme of events between January and May 1997 to profile the involvement of the city and region in the Antarctic programme.

ATCM is likely to bring 200-300 officials and representatives to Christchurch from the 26 Consultative Parties, most of the 16 non-consultative Parties, from the Scientific Committee for Antarctic Research (SCAR), from the United Nations Environment Programme (on behalf of the UN Secretary-General), and from various other observers, including Non-Government Organisations (NGOs). Delegates will stay in the city for the duration of the meeting, a total of 12 days.

Christchurch City Council Involvement

The Ministry of Foreign Affairs and Trade has requested support from the Christchurch City Council in the form of an official welcome to the 70 dignitaries who will visit the city to attend this important event.

The request is that a reception take place on Monday 19 May that formally welcomes the delegates to the city. Such a reception would include a further 80 guests locally who have connections with the Antarctic programme in Christchurch.

It is proposed to hold the welcome reception at Nga Hau E Wha Marae and provide a night of Maori Magic. The evening would include a powhiri, hangi and cultural entertainment.

The approximate cost to Christchurch City Council to provide a welcome function at Nga Hau E Wha Marae for 150 people would be $10,000.

Recommendation: That $10,000 be taken from the contingency fund to provide a civic welcome for a maximum of 70 official delegates of the Antarctic Treaty Consultative meeting and 80 local guests.

Background

Councillor Carole Evans was appointed as the Council's representative to the Citizens Advice Bureau in November 1995.

Unfortunately as a result of other commitments Councillor Evans has had difficulty in attending the management meetings of the Bureau which are normally held on a Monday.

Councillor Gail Sheriff has indicated, with the agreement of Councillor Evans, her willingness to serve as a Council representative to the Citizens Advice Bureau.

Recommendation: That Councillor Gail Sheriff be appointed as the Council's representative to the Citizens Advice Bureau as replacement for Councillor Carole Evans..
