PROJECTS AND PROPERTY COMMITTEE

12 DECEMBER 1996

A special meeting of the Projects and Property Committee

was held on Thursday 12 December 1996 at 12 noon

PRESENT: Councillor Ron Wright (Chairman),

Apologies for lateness were received from the Mayor and Councillor Evans who arrived at 12.30 pm, and were present for clauses 3, 4 and 5.

1. CENTRAL LIBRARY UPGRADE PROJECT:

Tender acceptance/update RR 4319

The Commercial Property Manager reported, outlining progress on the Central Library upgrade project, recommending the acceptance of a sub-contract tender for the third floor fitout and seeking additional funding of $300,000 for the replacement of the existing carpet.

The construction of Stage I by Fletcher Construction comprising additions to the third floor, additional escalators, new toilets and fire escape stairs is now complete. The forecast final cost for Stage I is $2,957,142 which represents a saving of $60,000 on the accepted tender price.

Detailed design and documentation of the interior fitout for levels ground, 1, 2 and 3 is now complete. The sub-contract packages for partitions, joinery, metal windows, plumbing, wall linings, suspended ceilings, tiling and hardware were competitively tendered, with a minimum of three prices being obtained.

The existing carpet was laid in 1982 and is nearing the end of its expected service life. The replacement of the carpet was deleted from the project at the start of Stage I to help reduce the overall cost. If the carpet replacement is deferred for two or three years the de-shelving, storage and reassembly of shelves and stock will need to be repeated causing significant disruption to reader service and increasing the cost of the carpet replacement work by some $50,000-$60,000.

The Commercial Property Manager advised that following discussions with the Director of Finance it had been ascertained that the cost of the carpet could be met from operational savings within the commercial property budget (estimated at $200,000) with the remainder being met from other operational saving likely to be achieved during 1996/97.

The Committee resolved:

1. That the tender of $380,440 plus GST by Fletcher Construction New Zealand and South Pacific Limited for the third floor fitout be accepted.

2. That approval be granted for the existing carpet to be replaced at an estimated cost of $300,000 in the course of the Stage II fitout, with the cost being met from operational savings within the commercial property and other 1996/97 budgets.

2. RESOLUTION TO EXCLUDE THE PUBLIC

The Committee resolved that the draft resolution to exclude the public set out on page 5 of the agenda be adopted.
