Gaming Review Sub-Committee
was held on Friday 22 November 1996 at 12 noon
PRESENT: Councillor Garry Moore (Chairperson),

David Cox, Anna Crighton, Ishwar Ganda,
Pat Harrow, Lesley Keast and Barbara Stewart.
APOLOGIES: Apologies for absence was received and accepted from Councillor Gail Sheriff.
An apology for lateness was received and accepted from Councillor Lesley Keast.
The Committee reports that:
PART A - MATTERS REQUIRING A COUNCIL DECISION
1. DRAFT SUBMISSION ON GAMING - A NEW DIRECTION FOR NEW ZEALAND
The purpose of this report is to inform Councillors of the recommendations of the Sub-Committee formed to consider the draft submission to the Department of Internal Affairs on the review of gaming in New Zealand (tabled separately).
BACKGROUND
Councillors will recall that at the 11 November meeting of the Community Services Committee a draft report on the discussion document released by the Department of Internal Affairs was considered.
The Committee resolved that a Sub-Committee of available members of the Community Services Committee should meet on Friday 22 November to finalise the submission for dispatch to the Department of Internal Affairs and for ratification at the December meeting of the Council.
DRAFT SUBMISSION
Community Board Consultation
In addition the Sub-Committee considered comments from Community Boards on the draft submission. Of the six Community Boards two Boards, Fendalton/Waimairi and Burwood/Pegasus, made comments while the other four remaining Community Boards either endorsed the draft submission or did not wish to make comments on it. (The comments from Fendalton/Waimairi and Burwood/Pegasus Community Boards are attached (blue paper).)
A copy of the final submission as agreed by the Sub-Committee is attached (yellow paper). As submissions closed with the Department of Internal Affairs on 30 November 1996 the draft submission has been forwarded direct with the stipulation that the document will be subject to approval at the December meeting of the Council.
It should be noted that Councillors David Cox and Ishwar Ganda requested their votes against recommendations 2.2(vi), 2.4 (vii), 2.6 II and III, 2.8 III (Councillor David Cox) and 2.2 (vi) (Councillor Ishwar Ganda) of the report to be recorded.
Recommendation: That the submission to the Department of Internal Affairs on "Gaming - A New Direction for New Zealand" as attached be confirmed.
