COMMUNITY SERVICES COMMITTEE

11 DECEMBER 1996

A meeting of the Community Services Committee

was held on Wednesday 11 December 1996 at 4.00 pm

PRESENT: Councillor Garry Moore (Chairperson),

Councillors Carole Anderton, Graham Condon,

Anna Crighton, Ishwar Ganda,

Pat Harrow and Lesley Keast.

IN ATTENDANCE: Councillor David Close, until 5.40 pm.

APOLOGIES: Apologies for absence were received and accepted from the Mayor and Councillors David Cox, Gail Sheriff and Barbara Stewart.

Councillor Graham Condon retired at 5.05 pm and was absent for part of clause 1.

The Committee reports that:

PART A - MATTERS REQUIRING A COUNCIL DECISION

1. REPORT OF THE HOUSING REVIEW WORKING PARTY RR 4314

The Committee considered the report of the Housing Review Working Party which has been circulated separately to Councillors (copy tabled).

The report contained the recommendations of a Councillor working party consisting of Councillors Garry Moore (Chairperson), Carole Anderton, Graham Condon, Lesley Keast and Barbara Stewart together with an officer project which undertook a study of affordable housing needs in Christchurch in accordance with the terms of reference approved by the Council on 24 April 1996 (refer page 6 volume I of the report).

A copy of the preferred strategies, goals and recommendations contained in the report is attached.

Recommendation: 1. That the report of the Housing Review Working Party be adopted subject to the amendment to goal 3 of the report to provide "to identify potential sites for development by the Council for joint ventures with social service providers, by March 1997".

2. That further consideration be given to an alternative name rather than "city housing" as recommended in goal 1 of the report.

3. That the issues relating to Housing New Zealand policy raised in the report be placed on the agenda for discussion with the Councillor/local Members of Parliament joint task group.

4. That a combined meeting of the Community Services and Environmental Committees be held to consider the social and planning issues raised concerning development and housing in the inner city area.

PART B - ITEMS DEALT WITH BY THE COMMITTEE AND

REPORTED FOR INFORMATION ONLY

2. DEPUTATIONS BY APPOINTMENT

JENNY SMITH - TE WHARE ROIMATA

Ms Smith spoke on behalf of Te Whare Roimata to express the concern of that organisation at development of the inner city and the effects that this had on people living in the area, generally those on lower incomes. She expressed concern at the pace of development and sought assistance from the Council in halting this to allow slower and more planned changes, the provision of alternative housing for those displaced and more appropriate design for building in this locality.

While Ms Smith commended the measures proposed in the report in relation to the inner city area she believed that these should be more extensive and be implemented as a matter of urgency.

MR SIMON CAMPBELL, CHRISTCHURCH HOUSING NETWORK

Mr Campbell spoke on behalf of the above organisation which represents a large number of community groups interested in housing issues.

He indicated his support for the comments made by Ms Smith in relation to inner city development.

In response to comments made by Mr Campbell, the Chairperson undertook to arrange for a meeting with the Christchurch Housing Network to discuss further the report of the Housing Review Working Party.

The meeting concluded at 5.45 pm
