CENTRAL CITY COMMITTEE

8 AUGUST 1996

A meeting of the Central City Committee

was held on Thursday 8 August 1996 at 4.00 p.m.

PRESENT: Councillor Margaret Murray (Chairman),

The Mayor, Ms Vicki Buck,

Councillors Graham Berry, Anna Crighton,

Newton Dodge, Morgan Fahey and

Charles Manning and Councillor Denis O'Rourke (member for Clause 2).

IN ATTENDANCE: Councillors Denis O'Rourke and Ron Wright.

APOLOGIES: Apologies for absence were received and accepted from Councillors Alistair James and Barbara Stewart.

Councillor Denis O'Rourke retired at 4.50 pm and was present for clauses 1, 2, 3 and 7.3.

The Committee reports that:

1. DEPUTATIONS BY APPOINTMENT

PETERBOROUGH STREET - PARKING

Liz Barry, co-owner of Strawberry Fare Restaurant, Peterborough Street presented submissions on behalf of a newly formed organisation, the Peterborough/Colombo Quarter. The organisation represented some 50 businesses in the immediate area who had requested that their concerns about lack of parking in the area be conveyed to the Council. On-street parking by patrons and staff of the Casino, the Christchurch Town Hall and Convention Centre and other businesses in the area had resulted in a downturn of patronage of some businesses in the area. Parking was difficult during the day and almost impossible at night. The Peterborough/Colombo Quarter sought further improvements to the amenities and street lighting in the area.

Reports on a number of the issues raised will be submitted to the next meeting of the Committee.

2. CATHEDRAL SQUARE REDEVELOPMENT

A report to the Committee indicated progress on the Cathedral Square redevelopment and related matters. Seminar meetings were scheduled for 20 and 23 August.

Three Officer Project Teams are working on projects to give effect to the resolutions of the Council adopted on 21 June 1996.

It was resolved that the information be received and that seminars be held to communicate information and develop ideas from which formal planning for the redevelopment of the Square will progress.

3. CATHEDRAL SQUARE LIGHTING

The June meeting of the Committee was advised that delays had prevented the completion of the conversion of light fittings in Cathedral Square from high pressure sodium to metal halide units. The Committee was informed of the causes of the delays, action that had been taken, and when the conversion would be completed.

The current scheme plan for the enhancement of the Square indicates that the entire Square will be redeveloped. However no funds have been programmed for the main forecourt area in front of the Cathedral in the Five Year Capital Works Programme. This is the area where three hi mast towers planned for conversion are located.

It was resolved that the upgrade of the three towers proceed subject to a minimum life of three years.

4. 1995/96 ROADING PROGRAMME

An update of progress for roading and traffic projects within the central city area was submitted. The Principal Policy Analyst advised further that a report on progress on proposed development of the High Street/Hereford Street/Colombo Street corner would be submitted to the next meeting of the Committee. A Seminar session to brief members on progress of the proposed Central City shuttle project would follow the two seminars scheduled on Cathedral Square redevelopment.

It was resolved that the information be received.

5. BUS STOPS: SALISBURY STREET AND DURHAM STREET

The Canterbury Regional Council and the bus companies have been re-routing buses away from Victoria Street. A report to the Committee recommended the creation and deletion of a number of bus stops associated with the change of bus routes.

It was resolved that:

1. A bus stop be created on the northern side of Salisbury Street commencing at a point 47 metres measured in an easterly direction from a point opposite the eastern kerbline of Park Terrace and extending in an easterly direction for a distance of 21 metres.

2. A bus stop be erected on the eastern side of Durham Street commencing at a point 53 metres measured in an northerly direction from a point opposite the north kerbline of Salisbury Street and extending in a northerly direction for a distance of 15 metres.

3. The existing bus stops on the north eastern side of Victoria Street to the south of Bealey Avenue and on the east side of Durham Street north of Gracefield Street be deleted.

4. A P5 Loading Zone be created on the north eastern side of Victoria Street commencing at a point 50 metres measured in a south easterly direction for a distance of 17 metres.

6. COACH PARKING: OXFORD TERRACE AND COLOMBO STREET

The Committee imposed a time restriction on two coach parking areas in Oxford Terrace adjacent to the Scott Statue reserve and in Colombo Street next to Victoria Square.

It was resolved that the parking of buses and coaches be restricted to a maximum period of 120 minutes on:

1. The western side of Oxford Terrace commencing at a point 25 metres measured in a northerly direction from a point opposite the northern kerbline of Hereford Street and extending in a northerly direction for a distance of 18 metres.

2. The western side of Colombo Street commencing at a point 104 metres measured in a northerly direction from a point opposite the northern kerbline of Armagh Street and extending in a northerly direction for a distance of 32 metres.

7. ITEMS RECEIVED

The Committee received the following reports:

7.1 STRATEGY FOR CHILDREN

Reports were submitted on Art in the City, the Environmental Centre proposal, and Special Projects funding.

7.2 COMMUNITY SERVICES COMMITTEE WORKING PARTY

The Committee was advised of the Community Services Working Party established to liaise with other Committees on the implementation of the Strategy for Children.

7.3 CATHEDRAL SQUARE REDEVELOPMENT - MINOR WORKS

A report updated the Council on minor works occurring within the Square. These developments are outside the Randolph and the Millennium Hotels, adjoining the Cathedral Visitors Centre, and next to the Regent Theatre.

The meeting concluded at 5.15 pm.
