RICCARTON/WIGRAM COMMUNITY BOARD

A meeting of the Riccarton/Wigram Community Board

was held at the Sockburn Service Centre

on Wednesday 17 April 1996 at 5.00pm

1. UNIVERSITY OF CANTERBURY JOINT (COMMUNITY BOARD)

WORKING PARTY REPRESENTATION

At their April meetings the Riccarton/Wigram and Fendalton/Waimairi Community Boards received updated information on the deliberations of the Joint Working Party looking into the carparking problems associated with the University of Canterbury. The Fendalton/Waimairi Community Board had, by resolution, increased its representation on the Joint Working Party (from the previously-agreed number of two members) to four members. The Riccarton/Wigram Community Board was now asked to consider appointing two further members as representatives onto the Joint Working Party. In discussion, concerns were expressed at the resolution of the Fendalton/Waimairi Community Board. Members considered that the Joint Working Party, with its representation of two members from each Community Board was seen as a practical number and had made substantial progress with its discussions with the University and the public consultation process initiated. The Board resolved - 1. To request the Fendalton/Waimairi Community Board to reconsider its April resolution of increasing its representation on the Joint Working Party (from two to four members). 2. That Fendalton/Waimairi Community Board restrict the voting membership to two members if they wish to have four members on the Working Party.

2. STRATEGY AND RESOURCES COMMITTEE

ANNUAL PLAN MEETING

The Community Board gave consideration to the City Manager's report on budget cost saving as presented to the 18 April meeting of the Strategy and Resources Committee meeting with regard to the Riccarton Service Centre. There were two options to be considered with regards to establishing an agency in Riccarton rather than a Council-staffed service centre. The Community Board resolved at its 6 March 1996 meeting - "that the Community Board supports the retention of a Council-operated service

centre in Riccarton." At this meeting of the Community Board they further resolved - "that the Strategy and Resources Committee give full consideration to the Board's March resolution being the retention of a Council-operated service centre in Riccarton." 3. RESOLUTION TO EXCLUDE THE PUBLIC

Mr Kunnen moved that the clause `Riccarton Mall Community Meeting Room' be considered in the open section of the meeting and he promoted reasons why this should not be under public exclusion as had been identified by the Chairperson on the agenda. The motion was seconded by Graham Berry and when put to the meeting was declared lost.
