MINUTES OF THE PROCEEDINGS OF THE CHRISTCHURCH CITY COUNCIL AT A SPECIAL MEETING HELD AT 4.00 P.M. ON THURSDAY 21 DECEMBER 1995
PRESENT: The Mayor, Ms Vicki Buck (Chairperson).
Councillors Oscar Alpers, Carole Anderton, Graham Berry, David Buist,
David Close, Graham Condon, David Cox, Anna Crighton, Newton Dodge,
Carole Evans, Morgan Fahey, Gordon Freeman, Ishwar Ganda, Pat Harrow,
Ian Howell, Lesley Keast, Charles Manning, Garry Moore, Margaret Murray,
Denis O'Rourke, Gail Sheriff, Barbara Stewart and Ron Wright.
APOLOGY: An apology for absence was received and accepted from Councillor Alister James.
1. RESOLUTION TO EXCLUDE THE PUBLIC
The Mayor moved:
"1. That the public be excluded from the following parts of the proceedings of this meeting.
The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter and the specific grounds under Section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution are as follows:

This resolution is made in reliance on Section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by Section 6 or Section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public are as follows:

1 Conduct of Negotiations (Section 7(2)(i))
2. That Mr Derek Anderson be permitted to remain at the meeting following the exclusion of the public because of his special knowledge of the negotiations relating to the Wigram Airforce Base."
The motion was seconded by Councillor Buist and when put to the meeting was declared carried.
(5.15 p.m. Members of the public were readmitted to the meeting.)
2. LEAVE OF ABSENCE: COUNCILLOR MANNING
It was resolved that Councillor Manning be granted leave of absence from the Council between 10 January and 12 March 1996 inclusive, during his absence overseas on sabbatical leave from the University of Canterbury.
3. CONCLUSION
The meeting concluded at 5.20 p.m.
