Peninsula commitments in draft plan

The City Council is committed to the business-as-usual principle in taking responsibility for the operations which had been handled by Banks Peninsula District Council.

The draft 10-year community plan which is now open for public feedback incorporates all undertakings and agreements made by the two bodies leading up to the peninsula district's joining the city.

It means retaining the three service centres ­ at Akaroa, Little River and Lyttelton ­ for at least five years and that they will provide the same over-the-counter services as those available from the district council at the time of the reorganisation. The same applies to all other services. In the interest of consistency and efficiency, the City Council intends over time to align services with those it provides for other city residents.

REVALUATIONS
  • BP properties have been revalued by Quotable Value to bring them into line with the rest of the city's valuation cycle. Notices of valuation should be received from QV about now. Objections to the revaluation should be lodged with Quotable Value by 1 May.
  • Revalued figures with likely rates for 2006/7 will be available online from 10 April at http://www.ratesinfo.ccc.govt.nz/.

The Council appreciates that situations will arise where exact mirroring of existing city services may be impractical or inefficient and, in these cases, it intends to work with peninsula communities to develop mutually acceptable and practical outcomes.

The draft 10-year community plan incorporates the various peninsula works and other projects identified as being needed in the lead-up to the reorganisation. With the City Council's prior commitment of $5.9 million to assist in public works around the Lyttelton Marina redevelopment, they are worth almost $113m over the next 10 years.

These works are not displayed in a separate section of the draft plan but are incorporated into the various activity areas such as roading, wastewater collection and water supply.

Included is almost $42m for maintaining and improving roading service levels; $27.3m for new sewerage and treatment facilities to meet increased demand and improve service levels; $23.7m for upgrading and extending water supplies and improving water quality; $5.3m to be spent improving Council property and $890,000 for new community facilities, including about $500,000 for Akaroa Museum; and $735,000 to renew public toilet facilities and provide a new block at Birdlings Flat (in 2010).

The projects and works to be financed had all been agreed to in meetings between the two councils.
