Doors shut
The Council's energy efficiency show home at 10 Leander Street, Papanui, will be closed in December and January. It will reopen on 1 February 2001.

Fire restrictions on
Fire restrictions apply until 30 April next year in the Chaneys and Bottle Lake rural fire districts.
The Principal Rural Fire Officer, Craig Oliver, says it is an offence to light any fire or cause any fire in the districts without a permit.
Permits for essential fires should be sought from the Parks Unit,Civic Offices.

ShopperSheds to SuperShed
The "ShopperSheds" selling reusable goods at the refuse stations have closed and been succeeded by a central "SuperShed".
Located next to the wastewater treatment plant in Pages Road,the SuperShed is 1500 square metres of covered and outdoor space offering a wide range of clean, reusable goods for sale.
It is open 9am-5pm every day.Ph 381 6495

Hot Housing
The Council will start a new Warmer Homes incentives programme in February 2001. The programme is designed for householders who have Community Services Cards.
Details will be published in the next issue of City Scene.

New Carparking Building
The new Crossing carparking building opened in October,offering more parking for shoppers in the central city.The building,above the new Bus Exchange on Lichfield Street,has direct access to The Crossing food court and Ballantynes.
It is a two-level,200-plus space facility.The basic fee is 60 cents per half-hour or part thereof. Currently there is free parking on Sundays.
Operating hours are Monday to Thursday 8.30am - 6.15pm; Friday 8.30am - 9.15pm; Saturday 9.00am - 6.15pm, and Sunday 9.00am - 5.15 pm.

Emphasis on housing
A Memorandum of Understanding between the City Council and Housing NZ has been signed to launch initiatives,which both parties will pursue.
The initiatives are:
  • An Aranui renewal strategy
  • An assessment of affordable housing needs in Christchurch
  • An investigation into the merits of a tenant charter.
The charter would set out tenant and landlord responsibilities and expectations clearly,so that both par ties were treated consistently and fairly.

Grants to cease
The Council's Helping Hand for Heating grants for the replacement of open fires and coal burners are expected to cease in February 2001 (however the insulation subsidies will continue to apply).
Christchurch Proposed City Plan
proposed Variation No. 54

scarborough Living Hills Zone Boundary Adjustment
The Christchurch City Council has prepared Variation No.54 to the Proposed Christchurch City Plan.The nature of the Variation is as follows:

Variation 54 relates to land in the vicinity of Peninsula View at Scarborough. A discrepancy has been found between the Living Hills/Rural Hills zone boundary contained in the Proposed City Plan and the Residential Hills/Rural1 zone boundary in the Transitional District Plan.Residential subdivisions have already been approved on the basis that they complied with the Transitional Plan, and on the assumption that they also complied with the Proposed City Plan.

This discrepancy has arisen largely because the position of the zone boundary shown in the Transitional Plan is not along the 140m CDB Datum contour line as the notation on the map suggests,and the subdivision approved was based on the actual position of the 140m CDB Datum contour.The purpose of this Variation is to adjust the zone boundary so that all par ts of the approved subdivision are within the Living Hills Zone,and to zone the land outside these areas as Rural Hills.In effect 1.12ha of land will be rezoned to Livng Hills and 0.75ha to Rural Hills.

The Variation and Assessment may be inspected during normal opening hours at any Council library and the following Council offices:

Sockburn Service Centre, 149 Main South Road

Any person may make a submission on this Variation. Submissions must be in writing and in the prescribed form (Form 3) in the Resource Management (Forms) Regulations 1991 or similar. Forms are available from the Council Offices listed above.

Once all submissions have been received,the Council will prepare and publicly notify a summary of the submissions. All the submissions will be available for public inspection. There will be the opportunity for anyone to make a submission in support of or in opposition to any of these submissions. A Council hearing will then be arranged to consider all submissions and decisions will be made.Anyone who has made a submission will have the right to attend the hearing and present his or her submission.Generally,anyone who has made a submission also has the right of appeal against a Council decision to the Environment Court.Once all submissions and appeals have been resolved the Proposed Variation will be made operative.
Note:1.Any submission that has already been made on a provision in the Proposed Plan affected by this Variation is deemed to be a submission on this Variation.
2.From the date of public notification of a Variation the Proposed Plan shall have effect as if it had been so varied.

The closing date for submissions is Wednesday, 15 December 2000, at Civic Offices and any other Council Office before 5.00pm.
