The Christchurch City Council
has prepared Variation No. 3 to the Christchurch City
Proposed District Plan.
The nature of the Variation is as
follows:
Christchurch City Council proposes to introduce
revised policies and rules to the Proposed District Plan
for the City of Christchurch relating to fortified sites.
In particular the Proposed Variation prohibits fortified
sites where the activity is located on any site which is:
a) within a living, rural, central city, business 1, 2
or 2P, open space, cultural, conservation or special
purpose zone.
b) on a site in another zone where that site adjoins
any site listed in (a) above; or
on a site in another zone, where that site is across
the road from any site listed in (a) above.
A prohibited activity is an activity for which no
resource consent can be sought. When a local authority
proposes through the notification of a plan change or
variation to prohibit an activity any person can apply
for a resource consent to establish such an activity up
until the time the Variation is made operative.
In all other zones (Business 3, 3B, 4, 4P, 4T, 5 and 6
Zones) the Variation as proposed will require any person
wishing to establish a fortified site to apply for a
resource consent.
The Variation and Assessments may be inspected during
normal opening hours at any Council library and the
following Council Offices:

Any person may make a submission on the Variation.
Submissions must be in writing and in the prescribed form
(Form 3) in the Resource Management (Forms) Regulations
1991 or similar. Forms are available from the Council
Offices listed above.
Note:
1. Any submission that has already been made
on a provision in the Proposed Plan affected by
this Variation is deemed to be a submission on this
Variation.
2. From the date of public notification of a
Variation the Proposed Plan shall have effect as if it
had been so varied.
Once all submissions have been received the Council
will prepare and publicly notify a summary of the
submissions. All the submissions will be available for
public inspection. There will be the opportunity for
anyone to make a submission in support of or in
opposition to any of these submissions. Council hearings
will then be arranged to consider all submissions and
decisions will be made. Anyone who has made a submission
will have the right to attend the hearings and present
his or her submission. Generally anyone who has made a
submission also has the right of appeal against a Council
decision to the Environment Court. Once all submissions
and appeals have been resolved the Proposed Variations
will be made operative.
The closing date for submissions is Friday 8
August at Civic Offices before 4.30pm or any other
Council Office before 5.00pm.
