This summary outlines the results and findings of
the Christchurch City Council Annual Survey Of Residents as a
supplement to the full summary report.
The results here are the major findings and
readers should consult the full report for more detail. Page
numbers are provided from the main report to allow quick access
to the full information.

- The residents survey is conducted annually by Statistics
New Zealand under contract to the Christchurch City
Council.
- The survey aims to:
- obtain information on the opinions of residents in the
Christchurch City Council area on the performance of
services supplied by Council.
- ascertain residents' use and satisfaction with
Christchurch City Council facilities and services.
- measure changes year to year.
- Each year a standard set of questions is asked, along
with biannual and supplementary one off questions. In the
1997 survey there were 81 questions on 29 topics.
- The survey is conducted in face to face interviews at
respondents' homes. This survey was conducted between 26
April and 24 May.
- A card was developed for each survey form which shows
each resident's approximate rate level and how much of
their rates (or the rates paid by their landlord) is spent
on each Council service.
- Adults only (i.e. persons aged 18 years or over) were
surveyed.
- The survey has been run in its present form since 1994,
although formal surveying has been undertaken since 1991.
- The response rates are as follows:
- 1997 803 respondents out of 1, 168 drawn (78%) with 180
refusals
- 1996 789 respondents out of 1, 167 drawn (75%) with 145
refusals
- 1995 752 respondents out of 1,167 drawn (72%) with 212
refusals
- 1994 826 respondents out of 1,165 drawn (79%) with 155
refusals
- 1993 833 respondents out of 1,105 drawn (82%) with 141
refusals
- 1992 792 respondents out of 1,097 drawn (80%) with 154
refusals
- 1991 754 respondents out of 1,146 drawn (73%) with 138
refusals
- The Residents Survey has a 3% margin of error at the 90%
confidence level, except where the sub populations
surveyed are in smaller absolute numbers.
- 26% of respondents thought that rubbish collection and
recycling is the most important service the Council
provides to them.
- 14% of respondents thought that road and footpath
maintenance is the most important service the Council
provides to them.
- 10% of respondents thought that libraries is the most
important service the Council provides to them.
- 7% of respondents thought that parks and reserves are the
most important service the Council provides to them.
- 69% of respondents think that the Council does not need
to provide any further services than it does already.
- 83% of respondents think that the Council should be
providing all the services it does at present.
- 69% of library patrons used suburban libraries in 1997,
compared with 64% in 1995.
- 68% of the respondents visited a library with 36% going
at least once a month.
- Linwood Branch Library visitors increased between 1995
and 1997 from 7 to 14% of those surveyed.
- Fendalton Branch Library visitors increased between 1995
and 1997 from 4 to 7% of those surveyed.
- Central Library visitors decreased between 1995 and 1997
from 45 to 35% of those surveyed.
- Papanui Branch Library visitors decreased between 1995
and 1997 from 8 to 5% of those surveyed.
- 78% of those surveyed borrowed books in the previous
year.
- Satisfaction with the politeness and helpfulness of
library staff climbed to 93% and 94% respectively for
1997.
- 89% of borrowers were satisfied or very satisfied with
the range of books available, up 6% from 1996.
- 43 % of respondents swam at Council pools in the last 12
months.
- 40% of respondents had visited a Council stadium in the
last 12 months (up 6% from the last survey).
- 50% of those had visited a major Council stadium three or
more times in the last year.
- 76% of respondents had visited the Botanic Gardens or
Mona Vale in the last 12 months.
- 67% of respondents had visited Hagley Park in the last 12
months.
- 23% of respondents had visited a large City sports park,
like Burnside or Sydenham (other than Hagley Park) in the
last 12 months.
- 40% of respondents had visited the Port Hills in the last
12 months.
- 48% of respondents had visited a large park like the
Groynes or Spencer Park in the last 12 months.
- 66% of respondents had visited a small neighbourhood park
in the last 12 months.
- 74% of respondents visited one of the City's beaches in
the last 12 months, compared with 67% in 1996.
- 94% of respondents had been to either a park or a beach
during the last 12 months.
- 52% of under 18 year olds do not participate in any
training or active sports game or lesson.
- 30 % of respondents had taken part in a physical activity
run by a club in the last 12 months.
- 75% of respondents had taken part in physical activity
away from home in the last 12 months.
- 19% of respondents thought they should have received
advice or treatment from a doctor or medical professional
in the last 12 months but did not do so.
- 63% of respondents had taken part in community-based
activities in the last 12 months.
- 89% of respondents who had taken part in community-based
activities were satisfied or very satisfied with the
facilities.
- 26% of respondents knew of residents' groups.
- 34% of respondents visited the McDougall Art Gallery in
the last 12 months.
- 20% of respondents visited the McDougall Annex in the
last 12 months.
- 82% of those who did visit were satisfied or very
satisfied.
- 39% of respondents visited the Town Hall Auditorium in
the last 12 months.
- 29% of those who visited the Town Hall did so three or
more times in the last year.
- 32% of respondents attended the SummerTimes Classical
Sparks Concert
- 97% of respondents who work in the central City visited
the City Centre for reasons other than work.
- 93% of respondents who do not work in the central City
visited the City Centre.
- 69% of respondents were satisfied or very satisfied with
the range of activities in the City Centre.
- 43% of respondents found it easy or very easy to
find a carpark in the City Centre when travelling to work
in a car, while 43% found it hard or very hard.
- 29% of respondents were satisfied or very satisfied with
the number of toilets available for public use in the
City Centre.
- 89% of respondents who had used public toilets in the
City Centre were satisfied or very satisfied with the
condition. of the facilities.
- 19% of respondents had changed residence in the last 12
months.
- 20% of respondents live in houses they consider either
too small or too big.
- 13% of respondents have had difficulties heating their
houses.
- 17% of respondents considered air pollution was a problem
over the last 12 months.
- 21% of respondents considered traffic noise was a problem
over the last 12 months.
- 29% of respondents considered barking dogs were a problem
over the last 12 months.
- 13% of respondents considered backyard fires were a
nuisance in their neighbourhood.
- 17% of respondents cited types of air pollution, other
than backyard fires, as a nuisance.
- 40 % of respondents were concerned about litter in the
streets or shopping centres in the last 12 months.
- 40 % of respondents were concerned about litter in their
streets.
- 30% of respondents were concerned by overflowing gutters.
- 61% of respondents recycle glass
- 86% of respondents recycle newspapers.
- 35% of respondents recycle aluminium cans.
- 42% of respondents recycle plastic.
- 71% of respondents believe the Council should do more to
encourage people to recycle things.
- 88% of respondents believed the Council's rubbish
collections were good or very good.
- 15% of respondents use homemade compost bins.
- 14% of respondents use a compost heap.
- 15% of respondents sometimes bury or scatter compost or
food scraps around the garden.
- 16% of respondents buy in commercially prepared compost.
- 8% of respondents use commercially made compost bin.
- 84% of respondents advised they did not have a water
supply stoppage in the last 12 months.
- 49% of respondents thought that travelling around
suburban roads was either safe or very safe.
- 18% of respondents thought that travelling around
suburban roads was either dangerous or very dangerous.
- 67% of respondents were satisfied or very satisfied with
the smoothness of suburban streets.
- 87% of respondents have not been prevented from going
anywhere at night through lack of street lighting.
- 60% of respondents think it is dangerous to ride a
bicycle in Christchurch.
- 7% of respondent cyclists are dissatisfied with the
smoothness of cycle paths.
- 60% of respondents believe that developments in the last
12 months have made the City better or much better
overall.
- 94% of respondents are satisfied or very satisfied with
Christchurch as a place to live work and to spend spare
time.
- 8% of those surveyed participated in consultation led by
Council in the last 12 months. Such participation
included submissions on town planning issues, roading
alterations, dog control, resource consents and protests
about various developments planned in the City.
- 19% of respondents felt there were issues affecting them
that Council should have consulted them about, but
didn't.
- 58% of respondents were concerned about social issues in
Christchurch.
- 74% of those respondents who thought there were social
issues supported the City Council taking on the role of
providing services to address social issues in
conjunction with central government and community groups.
- 47% of respondents visited a Council Service Centre,
compared to 32% who visited the main Tuam Street offices.
- 22% of respondents visited Council Service Centres once
or twice in 12 months.
- 88% of respondents who dealt with staff over the
telephone said they were polite, 80 % said staff were
helpful and 76% were satisfied or very satisfied with the
service overall.
- 79% of respondents came from households that pay rates.
- 81% of those who pay rates, and remember receiving and
reading an information sheet about their rates, thought
that it explained the rates well or very well.
- Most respondents who paid rates underestimated how much
they paid in rates by around $100.
- 64% of respondents thought that the City receives good or
very good value for money from it's spending on roads and
footpaths.
- 60% of respondents thought that the City receives good or
very good value for money from the Council's efforts to
make sure traffic moves smoothly and safely.
- 63% of respondents thought that overall the City receives
good or very good value for money from City and
environmental planning.
- 45% of respondents thought that the City receives good or
very good value for money from regulating activities and
investigating nuisances.
- 78% of respondents thought that the City receives good or
very good value for money from sewage disposal and land
drainage.
- 82% of respondents thought that the City receives good or
very good value for money from refuse collection and
disposal.
- 86% of respondents thought that the City receives good or
very good value for money from water supply services.
- 67% of respondents thought that the City receives good or
very good value for money from The Town Hall.
- 58% of respondents thought that the City receives good or
very good value for money from the Art Gallery.
- 74% of respondents thought that the City receives good or
very good value for money from public libraries.
- 81% of respondents thought that the City receives good or
very good value for money from events and festivals.
- 83% of respondents thought that the City receives good or
very good value for money from parks and playing fields.
- 76% of respondents thought that the City receives good or
very good value for money from swimming pools and
stadiums.
- 67% of respondents thought that the City receives good or
very good value for money from the Council's support of
sport and recreation.
- 66% of respondents thought that the City receives good or
very good value for money from the Council's work in
encouraging tourists to come to Christchurch.
- 52% of respondents thought that the City receives good or
very good value for money from the Council's activities
in creating new jobs in Christchurch.
- 65 % of respondents thought that the City receives good
or very good value for money from the Council's
activities in supporting voluntary groups and community
organisations.
